Methods of evaluating teacher effectiveness• Teaching: to communicate clearly and accurately, using questions anddiscussion techniques, engaging students learn, reacting to them, showingflexibility and readiness in responding;• Professional Responsibilities: reflecting on teaching, keeping accuraterecords, communicating with families, contributing to the school and theregion, growing and developing professionally, showing professionalism.Each of these components must evaluate several elements. An example can befound in the Professional Standards for Teachers in England 9 .Evaluation CriteriaFundamental basis for good practice in assessment is the existence of clear criteriawhich are applied by competent assessors (qualified and ex<strong>per</strong>ienced). Here we needto develop appropriate guidelines for what is expected from the professional practice.Teacher evaluation procedures require the establishment of evaluation criteriato determine the level of <strong>per</strong>formance of individual teachers for each of the aspectstaken for analysis. This then enables the connection between quantitative and thequalitative ranking for example: “Unsatisfactory”, “satisfactory”, “gifted”, “distinct”.Instruments and information sourcesThe collection of multiple sources of evidence on teaching practice meets the needto be accurate and fair assessment process, taking into account the complexity ofwhat we need to know and make a teacher “good”. To assess teachers a variety oftools and information sources is used.Classroom observationPractices of teaching and learning of students are likely to be important sources ofinformation regarding the professional <strong>per</strong>formance. Many of the teaching aspectsare disclosed when the teacher interacts with students in class.Target-setting and interviews with individualsMuch of the valuation models require that the teacher individually sets goalsregarding <strong>per</strong>formance for a <strong>per</strong>iod of time in accordance to the schoolmanagement. The assessment then analyzes how these objectives are met.Teacher self- assessmentAnother widely used instrument in the assessment of teachers is self – assessment.The <strong>per</strong>spective of teachers who is in the process of evaluation is important becauseit enables him to express his views about the <strong>per</strong>formance, and reflects <strong>per</strong>sonalfactors as well as organizational and institutional structures that affect teaching.9.
