Methods of evaluating teacher effectivenessThirdly, it is crucial to understand the best responsibilities of various actors inthe field of education within the framework of the evaluation of the teachers.Fourth, we must reflect on how the teacher evaluation addresses othercomponents of the evaluation framework such as school evaluation, assessment ofstudents and that of the level of the system.The three aspects below are analyzed according to the following order:• Goals and objectives of the evaluation of the teachers;• Responsibilities for evaluating teachers;• Expression of the other components of the evaluation framework.Goals and objectives of the evaluation of the teachersAs Donald HAEFELE (1993) emphasizes, a clear purpose must guide anddetermine the teachers` evaluation system. The teachers` evaluation has mainlytwo major purposes. First, it aims to improve the practice of individual teachersthemselves identifying strengths and weaknesses for further professionaldevelopment – the improving function. Secondly, it aims to ensure that teachers<strong>per</strong>form their duties in the best way possible to encourage students’ learningprocess – the accountability function.The evaluation of the teachers for improvement focuses on providing a necessaryresponse to improving teaching practices, in other words through professionaldevelopment.Accountability function of the evaluation of the teachers focuses on whatteachers held accountable for their <strong>per</strong>formance by connecting it with a variety ofcareer re<strong>per</strong>cussions. It aims to impose rewarding so teachers o<strong>per</strong>ate maximally.The tension between improvement and accountability functionThe combination of improved functions and accountability in a single processof teacher evaluation raises difficult challenges. Even the efforts to achieveimprovement through accountability cause tension. There are times when theemphasis of accountability makes teachers feel insecure or afraid and therefore theinterest for their profession begins to fall. 5 The evaluation of the teachers for thepurpose of improvement is likely to benefit from conditions such as:• A not – threatening evaluation context;• A culture where feedback is mutually given and taken in;• Clear objectives for both individual and collective terms of improving teaching;• Simple assessment instruments as a form of self – assessment, classroommonitoring, and structured interviews;• Supportive school principals;5.
