The online survey method was chosen for its low costand besides, it gathers information in a very short time helping in a quick analysisof the data. Furthermore, this information is easily administered when it comes tothe analysis and reports that the researcher wants to draw.The study is focused on the city of Shkodra, respectively in three high schools(Gymnasiums “28 Nëntori”, “Jordan Misja” and “Oso Kuka”) and three professionalschools (“Kolë Margjini” a school on forests, the Technological School “HamdiBushati” and “Shejnaze Juka” a linguistic school).Questionnaires were initially pre-tested through <strong>per</strong>sonal interviews with arandom sample of 15 <strong>per</strong>sons and then were submitted to qualtrics.com. Relevantlinks 4 were sent via e-mail to the samples. Selected samples were not randomas 200 teachers were selected and 196 completed the questionnaire. They wererequested to assess themselves based on seven standards. The same questionnairewas addressed to school headmasters to assess the above-mentioned teachers.The questionnaire was addressed to 300 parents, of whom 226 completed it (anon-random sample as the parents of the surveyed students were selected). The aimwas to compare the results and determine those standards that are more importantfor them. In the questionnaire addressed to 300 students (a non-random sample),of whom 276 completed the survey, the separation was not done according to thestandards. The purpose of this survey was to determine the standards according tothe students` assessment.SPSS program 20 was used to analyze data, after being carried from Qualtrics.com.Literature reviewThe design and control of teachers` assessmentThe design and control of a conceptual framework for assessing teachersincludes a number of aspects.First, the design and control should be put in the context of the overall objectivesfor the school, and its development depends on a number of practices specified inthe school system.Secondly, the purpose of the teacher evaluation framework should be definedas clearly as possible.
