SUSTAINABLE ENERGY REGULATION AND POLICYMAKING TRAINING MANUALpage 9.104To make RETs more practical <strong>and</strong> visible in the lives <strong>of</strong> ordinary people, it wouldbe necessary <strong>to</strong> move emphasis away from pilot projects <strong>to</strong> viable <strong>and</strong> functionalentities. The abundance <strong>of</strong> pilot programmes in the past has created the impressionthat renewable energy technologies are an exotic curiosity <strong>and</strong> far removedfrom the real world. By selecting proven technologies <strong>and</strong> establishing viable businessesaround them, <strong>policy</strong>makers <strong>and</strong> industry can start <strong>to</strong> change this perception.Finally, renewable energy technologies should be incorporated in<strong>to</strong> the NEP <strong>and</strong>SHEP programmes as soon as possible. There should be a single electrificationprogramme in which several alternative power sources are available.Communities <strong>and</strong> programme managers can <strong>to</strong>gether then choose the best<strong>options</strong> for each community. This will also prevent the situation where people onthe grid are subsidized, but those who choose <strong>to</strong> use RETs are made <strong>to</strong> bear thefull cost <strong>of</strong> their installations.
