VRA was establishedin 1961 under the Volta River Development Act (Act 46) <strong>to</strong> generate electricpower by means <strong>of</strong> the water in the river Volta, <strong>and</strong> <strong>to</strong> supply electricitythrough a transmission system. 3 The Electricity Company <strong>of</strong> Ghana (ECG): 100 per cent state-owned entityresponsible for distribution <strong>of</strong> electricity <strong>to</strong> consumers in southern Ghana,namely in the Ashanti, Central, Greater Accra, Eastern <strong>and</strong> Volta Regions.Established in 1967, ECG, the nation’s main electricity distribu<strong>to</strong>r, is responsiblefor providing line connection <strong>to</strong> domestic <strong>and</strong> certain categories <strong>of</strong> industrialconsumers. ECG is responsible for billing <strong>and</strong> maintaining a reliablesupply <strong>of</strong> electricity <strong>to</strong> its cus<strong>to</strong>mers. The Northern Electrification Department (NED): Established in 1997 as a subsidiary<strong>of</strong> VRA, it is responsible for power distribution in northern Ghana, servingthe Brong-Ahafo, Northern, Upper East <strong>and</strong> Upper West Regions. Tema Oil Refinery (TOR): Responsible for the importation <strong>of</strong> crude oil <strong>and</strong>petroleum products. Also undertakes the refining <strong>of</strong> all the crude oil importedin<strong>to</strong> the country <strong>and</strong> bulk sale <strong>of</strong> petroleum products <strong>to</strong> OMCs <strong>and</strong> bulk consumers.TOR was incorporated in 1960 under the companies’ code <strong>of</strong> Ghana.Support institutions The Energy Foundation (EF) Ghana: Established in November 1997 by thePrivate Enterprise Foundation in collaboration with the Government <strong>of</strong> Ghana,the Energy Foundation is a non-pr<strong>of</strong>it institution with the goal <strong>of</strong> promotingsustainable <strong>development</strong> <strong>and</strong> efficient consumption <strong>of</strong> energy as a key strategy<strong>to</strong> manage Ghana’s growing energy needs in a sustainable manner. TheFoundation <strong>of</strong>fers energy efficiency <strong>and</strong> renewable energy advice <strong>and</strong> support<strong>to</strong> residential, industrial <strong>and</strong> commercial energy consumers in Ghana. Ghana National Petroleum Corporation (GNPC): Established by law in 1983 <strong>to</strong>promote the exploration <strong>and</strong> <strong>development</strong> <strong>of</strong> petroleum resources in Ghana, 4GNPC is currently responsible for oil <strong>and</strong> gas exploration <strong>and</strong> production.3The Forty-Sixth Act <strong>of</strong> the Parliament <strong>of</strong> the Republic <strong>of</strong> Ghana (The Volta River Development Act, 1961).4The Ghana National Petroleum Corporation Law (PNDC Law 64).
