OTHER MECHANISMS TO SUPPORTRENEWABLES IN GERMANYInitial efforts in German RE <strong>policy</strong> were also aided with the application <strong>of</strong> capitalgrants in the period 1990-1996. Efforts are currently being assisted with theuse <strong>of</strong> two tax-related instruments: Income tax relief: the Income Tax Enforcement Decree allows a deduction<strong>to</strong> be made against production costs resulting from investment in RES inbuildings. Ecological tax reform: this increases taxes on various mo<strong>to</strong>r fuels <strong>and</strong> on electricity.This benefits bi<strong>of</strong>uel production, though adds costs <strong>to</strong> electricity fromrenewable energy sources, due <strong>to</strong> the difficulty in differentiating such electricityonce it is in the system. To compensate for this, the German Governmenthas introduced the Market Incentive Programme, which acts <strong>to</strong> provide investmentsubsidies <strong>and</strong> additional low-rate loans <strong>to</strong> various renewable sources.(Bechberger <strong>and</strong> Reiche 2004).The central mechanisms for the support <strong>of</strong> renewable energy in Germany are furtherbolstered by various other mechanisms at the regional level. Since the 1990sthese have included additional low-rate loans <strong>and</strong> other investment subsidiesavailable within specific regions.
