MODULE 9: RENEWABLE ENERGY: REGULATORY AND POLICY OPTIONSpage 9.1175. KEY RECOMMENDATIONSPolicy changes that would better promote renewable energy technologies can besummarized as follows: Deliberate <strong>and</strong> clear <strong>policy</strong> <strong>to</strong> build <strong>and</strong> strengthen awareness on renewableenergy technologies (RETs) at the <strong>policy</strong>maker level through appropriate training<strong>and</strong> other capacity-building activities. Build capacity within the relevant regula<strong>to</strong>ry agencies on the techniques <strong>to</strong>promote RETs through appropriate regulation. Minimize financial constraints <strong>and</strong> create attractive investment incentives forthe private sec<strong>to</strong>r <strong>to</strong> participate in the provision <strong>of</strong> RET solutions <strong>to</strong> the energysec<strong>to</strong>r problems by introducing tax incentives <strong>and</strong> smart subsidies for example.This would greatly compliment the Government’s own funding <strong>and</strong> thecurrent 3 per cent rural electrification levy. Strengthen institutions currently involved with the <strong>development</strong> <strong>of</strong> RETsincluding the Rural Electrification Authority (REA). Comprehensive capacitybuildingis required at REA at this stage. Ensure that electricity tariffs are cost reflective with a view <strong>to</strong> encouragingprivate investment. Build an effective communication infrastructure <strong>to</strong> ensure that there is adequateinformation available about RETs <strong>to</strong> the general public. Awareness <strong>of</strong>the business opportunities available <strong>to</strong> entrepreneurs. Ensure that experiences gained from some <strong>of</strong> the pilot projects that theGovernment has already undertaken (such as PV-ESCOs, AREED, <strong>and</strong> IAES) areused as examples <strong>of</strong> the application <strong>of</strong> renewable energy providing successful<strong>and</strong> sustainable solutions. Consider a renewable energy <strong>policy</strong> as an opportunity <strong>to</strong> address other policiessuch as employment, gender issues <strong>and</strong> energy poverty (especially inrural areas).
