SUSTAINABLE ENERGY REGULATION AND POLICYMAKING TRAINING MANUALpage 9.104To make RETs more practical and visible in the lives of ordinary people, it wouldbe necessary to move emphasis away from pilot projects to viable and functionalentities. The abundance of pilot programmes in the past has created the impressionthat renewable energy technologies are an exotic curiosity and far removedfrom the real world. By selecting proven technologies and establishing viable businessesaround them, policymakers and industry can start to change this perception.Finally, renewable energy technologies should be incorporated into the NEP andSHEP programmes as soon as possible. There should be a single electrificationprogramme in which several alternative power sources are available.Communities and programme managers can together then choose the bestoptions for each community. This will also prevent the situation where people onthe grid are subsidized, but those who choose to use RETs are made to bear thefull cost of their installations.
