A party requesting that a person be authorized to serve civilprocess should prepare a written request, stating the name of the person desired to beappointed and an order for the Clerk or Chief Deputy Clerk to sign designating such personas the one authorized to serve process in any given case.III.SERVING AND FILING PLEADINGS AND OTHER PAPERS.LCvR5.1 Filing by Electronic Means.Pursuant to Fed. R. Civ. P. 5(e), the Clerk will accept papers filed, signed, or verifiedby electronic means that are consistent with technical standards, if any, that the JudicialConference of the United States establishes. Any paper filed by electronic means pursuantto these rules constitutes a written paper for the purposes of applying these rules and theFederal Rules of Civil Procedure. Papers filed by electronic means shall be governed by theCourt’s Electronic Case Filing Policies and Procedures Manual (ECF Policy Manual) andorders of the Court. Electronic case filing is mandatory except as specifically exempted inthe ECF Policy Manual.LCvR5.2(a)Format of Papers Presented for Filing.All papers presented to the Clerk for filing by electronic means or in paperform shall be double-spaced, if typewritten, using only one side of the paper and a paper sizeof 8 1/2 inches wide by 11 inches long. All papers shall be clearly legible. All pleadings,motions, and briefs shall be formatted in accordance with LCvR 7.1(c), (d) & (e).(b)Anything that must be filed in paper rather than electronic format (as set forthin the ECF Policy Manual) shall be stapled or otherwise semi-permanently fastened withoutthe use of paper clips, binder clips, or rubber bands. Unless otherwise stated in these localrules, all papers presented to the Clerk for filing in paper form shall consist of an original andone copy.(c)Certain papers filed by electronic means must be accompanied by a paper copy(courtesy copy) within the time provided, and as more fully set out, in the ECF Policy-5-
Manual. Courtesy copies must be bound at the left-hand margin in a manner that permitsthem to be opened flat.LCvR5.2.1(a)Redaction of Official Transcripts Prior to Remote Electronic Availability.Responsibility for Identifying Personal Data Identifiers to be Redactedfrom Transcripts. Once an official transcript is filed with the Court Clerk, the attorneysin the case and pro se parties are responsible for identifying the personal data identifiers thatmust be redacted from filings pursuant to Fed. R. Civ. P. 5.2. Unless otherwise ordered bythe Court, the attorney for a party and each pro se party are responsible for identifyingredactions required in the following portions of the transcript:(1) opening and closing statements made on that party’s behalf;(2) statements of the party; and(3) the testimony of any witnesses called by the party.The Court may also direct that an attorney or pro se party be responsible for identifyingredactions in other portions of an official transcript.(b)Redaction Request. To request redaction of personal data identifiers from anofficial transcript, the attorney or pro se party must file a redaction request, using the formin Appendix VII, within 21 days of the filing of the transcript. The request shall identify theredactions to be made with respect to:(1) social security numbers and taxpayer-identification numbers: use onlythe last four digits;(2) financial account numbers: use only the last four digits;(3) dates of birth: use only the year; and(4) a minor’s name: redact in the manner that most effectively shields theidentity of the minor in the context of the proceeding.(c)Request for Additional Redactions. For any redactions to a transcript otherthan the personal data identifiers listed above, a separate Motion for Redaction must be filedwithin 21 days of the filing of the transcript, unless otherwise ordered by the Court.-6-
