LCvR9.2(a)Actions Brought by Incarcerated Persons.Use <strong>of</strong> Forms. Petitions for writs <strong>of</strong> habeas corpus, motions to vacate sentencepursuant to 28 U.S.C. § 2255, and civil rights complaints pursuant to 42 U.S.C. § 1983 orBivens v. Six Unknown Named Agents, 403 U.S. 388 (1971), by persons in state or federalcustody, shall be on forms provided by the Clerk <strong>of</strong> this Court upon request. Failure to usesaid forms or to supply the Court with the equivalent information required by the forms willresult in the pleading being ordered stricken.(b)Submission to the Court Clerk. If tendered for filing by mail, petitions,motions, or complaints shall be addressed to the Clerk <strong>of</strong> the Court at an address designatedby the Clerk.(c)Responsive Pleading. The filing <strong>of</strong> such petition, motion, or complaint shallnot require an answer or other responsive pleading unless the Court orders otherwise.LCvR16.1(a)Pretrial Procedures.Status and Scheduling Conferences.(1) Preparation for Status and Scheduling Conferences. Trial counselfor all parties, and pro se parties, if any, shall confer and prepare a Joint Status Report andDiscovery Plan in the form provided as Appendix II. It shall be the duty <strong>of</strong> a pro se plaintiffor plaintiff’s counsel to arrange the joint preparation <strong>of</strong> this document and the duty <strong>of</strong> allcounsel and pro se parties to jointly participate in the preparation. This Joint Status Reportand Discovery Plan will be prepared, signed jointly, and filed as a single document with theClerk <strong>of</strong> the Court not later than 7 days prior to the status and scheduling conference, unlessotherwise ordered by the Court.In connection with the preparation <strong>of</strong> the document:(a)(b)all counsel shall discuss ADR with their client(s),all counsel and pro se litigants, if applicable, shall discuss ADRwith one another, and-12-
