RFP for Selection of SDA for Horticulture Departmentb) Horticulture Department may at any time, by a written order given to the bidder , makechanges within the general scope of the Agreement in any one or more of the following: -(i) Designs, specifications, requirements which software or service to be provided under theAgreement are to be specifically developed and rendered for Horticulture Department.(ii) Schedule for deployment Acceptance.(iii) The place of delivery and/or the services to be provided by the bidder.c) The change request/ management procedure will follow the following steps: -(i) Identification and documentation of the need for the change - The information related toinitiator, initiation date and details of change required and priority of the change will bedocumented by Horticulture Department.(ii) Analysis and evaluation of the Change Request - Impact of the change in terms of theestimated effort, changed schedule, cost and the items impacted will be analysed anddocumented by the bidder.(iii) Approval or disapproval of the change request – Horticulture Department will approve ordisapprove the change requested including the additional payments for softwaredevelopment, quoted man-month rate shall be used for cost estimation, efforts of alltechnical resources- project manager, analyst, software developer, testing engineer,database architecture etc. shall be taken into account for total man-month estimation tocarry out the s/w development resulting from the change request. For all technicalresources irrespective of their experience and specialisation, the quoted man-month rateshall be used. Efforts of support staff shall not be taken into consideration for this purpose.(iv) Implementation of the change – The change will be implemented in accordance to theagreed cost, effort, and schedule by the selected bidder.(v) Verification of the change - The change will be verified by Horticulture Department onimplementation of the change request.d) All changes outside the scope of supplies agreed to herein which may have likely financialimplications in terms of the overall cost/ time of the project shall be undertaken by SDA onlyafter securing the express consent of Horticulture Department. In the event that the consent ofHorticulture Department is not received then the change will not be carried out.e) While approving any change request, if required, Horticulture Department may ask the bidderto deploy the required resources on-site.f) If any such change outside the scope of supplies agreed to herein causes an increase ordecrease in cost of, or the time required for, firm’s performance of any provisions under theAgreement, equitable adjustments shall be made in the Agreement Price or Delivery Schedule,85

Any claims by firm for adjustmentunder this must be asserted within 30 (thirty) days from the date of SDA receiving theHorticulture Department change order which shall not be unreasonably withheld or delayed.Please note: for change requests pertaining to the application development scope, the SDAneeds to justify the change request and submit the effort estimation required for makingnecessary changes in the application. Department shall verify the estimated effort detailssubmitted by the Selected Bidder and the final effort required for executing the change requestshall be mutually agreed between the Selected Bidder and the Purchaser . Necessary paymentsshall be made to the SDA as per the man month rate quoted in the price Schedule forApplication Development as per Annexure 6 of this RFP. ANNEXURES86
