FY 10-11 ACCOMPLISHMENTS
• Performed evaluation of road system to prioritize 150
miles that will make the most efficient use of limited
federal funding dollars based on traffic volume, regional
significance and federal eligibility.
• The following major road projects were constructed, under
construction or in design and permitting in FY 10-11:
River Road at Hilton Slide, Annapolis Road Bridge over
Gualala River, Adobe Road at East Washington
Intersection Improvements, Laughlin Road Bridge over
Mark West Creek, Porter Creek Road Bridge over Porter
Creek, Geysers Road Bridge over Big Sulphur Creek,
Hwy 116 at Mirabel Road Intersection Improvements,
Arnold Dr. Shoulder Widening, Hwy 12 Redevelopment
Phase II Stage II, Signalization of Sebastopol Road at
Burbank Ave, Signalization of Airport Blvd and Fulton
Road, and Western Avenue Improvements.
• The department and the city of Napa were successful in
obtaining a joint Climate Initiative grant to develop and
promote technologies that minimize green house gas
emissions for road maintenance by piloting a cold-in-place
recycling (CIR) project.
• The Airport Division completed the renovations and
expansion of the Airport passenger terminal and certain
runways reconstruction.
• Created and implemented an Airport Volunteer program to
staff an Airport information booth in the Passenger
Terminal
• Began using the leachate pipeline on September 23, 2010,
transferring leachate to the Laguna Wastewater Treatment
Plant reducing trucking and the associated greenhouse gas
emissions.
• Completed the installation of a new landfill gas flare at the
Central Disposal Site which will comply with state and
federal air emissions regulations.
• On September 8, 2010, resumed landfill operations at the
Central Disposal Site for up to 150,000 tons per year of
solid waste and began work to re-permit the site.
• Completed installation and activation of enhanced air
monitoring network with real-time data availability.
• Implemented Low Emission School Bus grant program to
replace older, dirty school buses in the District with new,
clean technology.
• Despite reduced sales-tax funding maintained FY 09-10
level of service and increase ridership an estimated 6%
from 1,265,817 to 1,342,692 passengers.

FY 11-12 OBJECTIVES
• Develop a pavement preservation plan for the 150 miles
of priority roads.
• Implement a new departmental cost accounting system
that will integrate with the new countywide financial
system.
• Complete office space consolidation and review potential
for future road yard consolidations.
• Introduce new “low-floor” minibuses on local routes
serving Sebastopol, Windsor and Cloverdale.
• Work with MTC on a regional basis to prepare for 2012
implementation of Clipper, the Bay Area transit fare
smart card program.
• Work with SMART and local entities to commence
construction of the Cotati Intermodal and Healdsburg
Intermodal facilities in summer 2011.
• Complete construction of a new natural gas fueling
facility at the Sonoma County Transit yard.
• Deploy electrical vehicle charging network in
collaboration with County Fleet Operations and local
cities.
• Continue long-term planning for regional solution for
solid waste and settling respective responsibility for
unfunded liabilities between the county and cities.
• Complete work necessary to permit additional capacity at
the Central Disposal Site for continued landfill
operations.
• Construct facility improvements including tipping floor
repairs or replacements at the Central, Sonoma and
Healdsburg transfer stations.
• Continue efforts to attract additional commercial airlines
for service to non-Horizon Air destinations, expand
Horizon Air services to include a third Los Angeles
(LAX) flight and a daily flight to San Diego.
• Complete the EIR for the Airport Master Plan
• Enhance fish passages and protect endangered California
Tiger Salamanders through multiple efforts such as the
Burbank Pathway and Signal project.
