FY 10-11 ACCOMPLISHMENTS
• Substantially completed the Comprehensive County
Facilities Plan.
• Completed first and started second year barrier removal
projects identified in the updated American with
Disabilities Act Transition Plan for County Facilities
• Completed demolition of old jail structure at the County
Administration Center for future campus development.
• Completed the Comprehensive Energy Project achieving
5,490 Tons in Green House Gas reduction, which exceed
the 4,697 Ton target for internal county operations. The
work included the installation of a 1.4 megawatt fuel cell
at the County Administration Center, additional electric
vehicle charging stations, photovoltaic system at Los
Guilicos, and other energy saving measures.
• Jointly with the Regional Climate Protection Authority
developed a regional retrofit initiative in conjunction with
the Energy Upgrade California to provide education and
outreach to property owners and building contractors for
energy conservation and efficiency improvements.
Created and implemented Sonoma County Energy
Independence Program guidelines to meet the new
California Energy Commission grant requirement of
attaining 10% energy efficiencies before solar installation
on properties.
• Achieved Leadership in Energy and Environmental
Design (LEED) Silver Certification on the Valley of
Moon’s Children Center, with certification pending for
the Auditor-Controller-Treasurer-Tax Collector Building
renovation.
• Implemented 10% vendor reduction costs, resulting in
$1.86 million in savings countywide.
• Implemented the outcome based performance measures
and tracking mechanism for the department to meet
established performance metric targets, such as complete
85% of capital projects within cost and cycle time and
achieve 85% customer satisfaction responses of
satisfactory or better.
• Received an award from the City of Santa Rosa for water
conservation projects completed at the County Center as
part of the Comprehensive Energy Project. The County is
now using 16 million gallons less water annually than
before.
• Received the County’s first Nissan Leaf all electric
highway speed sedan. These vehicles are part of the
County’s effort to reduce GHG emissions.

FY 11-12 OBJECTIVES
• Continue barrier removal projects identified in the updated
American with Disabilities Act Transition Plan for County
Facilities.
• Coordinate with the Administrative Office of the Courts to
construct a new Criminal Courthouse at the County
Administration Center.
• Present findings, and initiate Comprehensive County
Facilities Implementation Plan; clarify entitlements,
develop draft Request for Proposals for surplus land
redevelopment.
• Develop the Main Adult Detention Facility interim
improvement planning and design to position for needed
housing expansion.
• Assist the Community Development Corporation with the
Roseland Redevelopment Project, including completion of
environmental reports, management of the existing property
and development of a master plan that will lead to future
development of the site.
• Replicate the Sonoma County Energy Independence
Program for the California Energy Commission as a model
for other Property Assessed Clean Energy programs across
the country to increase marketing, education and outreach
and implement energy audits for both residential and
commercial participants.
• Explore opportunities with outside public agencies to
develop and provide comprehensive and affordable services
that are provided by General Services to interested local
government agencies.
• Coordinate efforts with Regional Parks staff on the
Veterans Buildings Redesigned project, which focus is to
maintain their access and use, and eliminate the operational
deficit these buildings currently experience.
