A schedule, if required for theimplementation <strong>of</strong> the contingency planning forthe replacement capacity in the event the longterm waste disposal site is not operational, whenthe site has reached the final contours asindicated in condition 3.11.2.9 A summary <strong>of</strong> the occurrences or incidentswhere this Certificate was not complied with, thereason for non-compliance and the measures tobe implemented to ensure that future noncompliancedoes not occur.<strong>Report</strong> Reference and Summary• The <strong>City</strong> is undertaking post closure <strong>of</strong> the site.• In early 2008, a blockage in the pipe that connects the old mainstation to the main pump station was removed and the pipe wasflushed and video inspected. The old main pump station wasalso cleaned and a high level alarm was installed. No complaintswere received (Section 2.6 and 2.7).• There are no proposed changes in the operation <strong>of</strong> the site.(Section 2.8).• The waste transfer station was completed in mid 2003 andcommissioned in November 2003. The <strong>City</strong> now hauls nonrecyclable waste to the Green Lane Landfill in St. Thomas,Ontario. (Section 1.5)• The Conditions <strong>of</strong> the Certificate were reviewed by <strong>City</strong> staff andreported to <strong>AECOM</strong> (formerly Gartner Lee Limited). Theoperation <strong>of</strong> the site is consistent with the C <strong>of</strong> A in 2008(Section 9.0).Ambient Air MonitoringC <strong>of</strong> A <strong>Report</strong>ing Requirement14.2.1 The results <strong>of</strong> the monitoring program, includingany <strong>of</strong>f-site exceedances.14.2.2 Any predicted <strong>of</strong>f-site exceedances, based uponthe monitoring results and upon the anticipatedwaste to be landfilled in the next year.<strong>Report</strong> Reference and Summary• The highest measured ½-hour vinyl chloride concentration was0.29 µg/m 3 , measured on December 27, 2008 in the residentialarea adjacent to the landfill. Measured concentrations weremuch less than the MOE’s ½-hour POI standard (1µg/m 3 ). The½-hour limit can be found in Schedule 1 <strong>of</strong> O. Reg. 419/05. Atotal <strong>of</strong> eight samples were collected in 2008.• The 2008 survey included measured concentrations <strong>of</strong>polychlorinated dibenzodioxins (PCDDs) and polychlorinateddibenz<strong>of</strong>urans (PCDFs) from which the total toxicity equivalent(TEQ) concentrations were determined. The highest measured24-hour TEQ concentration was 0.0434 picograms toxicequivalent per cubic metre (pg TEQ/m 3 ) measured on December11, 2008. Measured concentrations were much less than theMOE’s 24-hour air quality standard (5.0 pg TEQ/m 3 ). Thissurvey was included to measure the downwind impact from thelandfill gas powered generators (Section 7.1.2).• It is recommended that same sampling program be continued in2009. Eight ½-hour samples should be collected to allow fordirect comparison with applicable MOE guideline limits for vinylchloride.
