As part of the Closureof the landfill, a recommended reduction of several monitoring requirements for the site was provided in theClosure Plan Report. This reduction was to be implemented, upon approval from the MOE, based on a timeline of site performance and data consistency. The proposed reductions in the monitoring programs for theClosed Eastview Road Landfill Site are discussed below for each of the certificates.(111414_2ra_apr29-09_city_of_guelph.doc) - 38 -
City of Guelph2008 Annual ReportClosed Eastview Road Landfill SiteProposed Monitoring Requirements for Closed LandfillCurrently, extensive data have been collected with respect to environmental monitoring at the site since1991. The proposed monitoring program for the closed landfill reflects this large data set and the yearlyconclusions from the annual reports. As well, the proposed reduction also takes into consideration currentissues that still require resolution. These issues are the increasing chloride at locations 37/50 (currentlyunder assessment) and the potential revision of Condition 17.10 of the C. of A.Post-Closure Groundwater Monitoring ProgramThe proposed post closure groundwater and leachate monitoring program is outlined in the Table below. The proposed changes are to reduce the sampling frequency from quarterly to semi annual and from semiannual to annual, where applicable (i.e., reduce the frequency by half). No reduction in the analyticalparameter list is proposed at this time as these parameters would best demonstrate any potential leachateimpacts, should they occur.Proposed Post Closure Groundwater and Leachate Sampling ProgramFormation Monitor Locations Sampling ProgramWaste 51-IR, 59-I, 65-I, 67-I Semi AnnualWaste/Fill Outwash 51-II, 55-IR, 56-IR, 57-I, 58-I, 61-IRSemi AnnualBeneath Waste 63-I, 66-ISandy OutwashUpper TillLower TillBedrock2-I, 10-III, 10-II, 13-IV, 13-V, 14-II, 14-III, 15-IV, 15-V, 16-IV,17-IV, 18-III, 30-I, C2-I, C6-I, C9-I, C10-I, C11-I2-II, 9-I, 11-II, 16-V, 26-I, 28-I, 35-I4-IIIR, 5-II, 11-I, 13-III, 15-III, 21-I, 60-II, 60-III16-IV, 17-III, 19-IV4-IIR, 53-II, 60-I11-III, 13-II, 15-II, 16-I, 16-VI, 17-II, 19-II4-IR, 50-I, 53-IR, 37-I, 91-I, 93-I, 94-I, 95-I14-IV, 16-VII, 54-I, 90-II, 92-I9A-I, 13-I, 15-I, 17-I, 19-I, 20-I,Semi AnnualAnnualSemi AnnualAnnualSemi AnnualAnnualQuarterly*Semi AnnualAnnualChemical Analyses:a) Conductivity, pH, Alkalinity, Phenols, ICAP Metals (including Major Cations Ca, Mg, Na, K and TraceMetals Br, I, Cr, Ni, Fe, Mn, Zn).b) Major Anions (including SO 4 , Cl, NO 3 , NO 2 ).c) Field Parameters : pH, conductivity, temperatured) * - Remain at a quarterly frequency until resolution of Condition 17.10 and chloride issue at location 37/50.Water levels measured in all monitors sampled during each sampling event.(111414_2ra_apr29-09_city_of_guelph.doc) - 39 -
