Certificate of Approval No. 3-0048-90-006 for the Leachate Collection SystemC of A Reporting Requirement6(a) A monthly summary and interpretation ofleachate flows at all pumping stations.6(b) A monthly summary and interpretation ofleachate levels in all manholes.6(c) An estimate of the annual volume of leachatecollected.6(d) An assessment of the efficiency of the systemwith respect to the quantity of leachate collected,control of groundwater levels upgradient of thecontainment wall, and control of leachatemigration downgradient of the site.6(e) An assessment of the need to implement thecontingency plan based on condition 6(d).6(f) Any changes to the operation, procedures orequipment associated with the system.6(g) Any operational problems encountered andremedial measures taken.6(h) Recommendations respecting any proposedchanges in the operation, procedures,equipment or monitoring of the system.Report Reference and Summary• The west system collected more leachate than the south system.Lower collection rates are experienced in the dry summermonths (Sections 3.2 and 3.4.1, Tables and Charts in AppendixB).• The PLCCS is operating as designed (Section 3.3 and 3.4 andassociated Tables in Appendix B).• The total quantity of leachate collected in 2008 was 89,750 m 3(Section 3.4).• The system has continued to function efficiently. The hydraulicgradients are consistently inward across the sheet pile wall thuspreventing off-site movement of leachate into the shallowgroundwater (Section 3.4).• There is no need to implement contingency measures (Section3.6 and 3.7).• No changes in operation, procedure or equipment occurred in2008 (Section 3.7).• Routine system maintenance was undertaken during 2008(Section 3.8).• As the landfill has now been closed for five years, a proposedreduction in the water level monitoring has been recommendedas per the closure/post closure report for the site (Section 3.9).(111414_2ra_apr29-09_city_of_guelph.doc) - v -
