However, shouldthe system go down for any reason or significant flooding occurs during the spring, additional monitoringshould be carried out to monitor the system performance during these periods.Water level monitoring <strong>of</strong> the C and D series monitors is completed to assess that an inward gradient ismaintained across the sheet pile wall (via pumping <strong>of</strong> the system), thus further minimizing any <strong>of</strong>f-siteimpacts. Long term water levels collected from these locations have continually shown that this is the case.Therefore, so long as pumping is maintained in the system, an inward gradient would also be maintained.Based on this, it is proposed that the monthly frequency <strong>of</strong> these monitors be reduced to quarterly. However,increased monitoring may be warranted should the system go down, so as to demonstrate that inwardgradient are occurring during these periods.Recording <strong>of</strong> the flow rates and hourly readings in the pump stations should still be maintained at a monthlyfrequency.4. Groundwater Monitoring4.1 The 2008 Groundwater Monitoring ProgramGroundwater levels are collected from all monitoring locations four times per year. Monthly water levels aretaken at all leachate locations and from selected lower till and bedrock locations. All <strong>of</strong> the data are compliedand presented in Appendix A. Figure 3 is a site plan showing all monitoring locations around the site.Groundwater quality monitoring is conducted at the landfill in accordance with Condition 17.0 <strong>of</strong> the amendedC <strong>of</strong> A. Table 5, below, outlines the monitoring locations and frequency <strong>of</strong> sampling conducted during 2008.The groundwater quality collected is provided in Appendix C. Standard QA/QC groundwater quality data arenot provided in this report but can be made available on request.The focus <strong>of</strong> the groundwater-monitoring program is intended to evaluate water quality based on theleachate indicator parameters and the critical leachate parameters. These parameter lists were agreed uponby the Technical Experts during discussions leading up to the hearing for continued operations <strong>of</strong> theEastview Road Landfill 3 . In 1998 the MOE, in their review <strong>of</strong> the 1997 Annual report, accepted therecommendation for the reduction <strong>of</strong> the groundwater analytical parameter list to reflect only the leachateindicator parameters and the critical leachate parameters. This parameter list has been in effect since the1998 monitoring period.
