<strong>City</strong> <strong>of</strong> <strong>Guelph</strong>2008 Annual <strong>Report</strong>Closed Eastview Road Landfill Site10.2 Response to the 2007 RecommendationsBelow are the “Recommendations for 2008” contained in the 2007 Annual <strong>Report</strong>. Along side eachrecommendation (in bold text) are the actions taken to address these recommendations.10.2.1 Operationsa) The PLCCS gravity lines, forcemains and chambers should be flushed in 2008 as required.In September 2008, the West and South leachate collector lines were flushed. Manholes and pumpstation chambers were cleaned. It should be noted that visual inspection <strong>of</strong> chambers showed nosignificant silt accumulation. Forcemains and gravity lines will continue to be flushed on an asneededbasis.b) Methane detection and alarm systems should continue to be maintained and calibrated asrecommended by the equipment supplier.The <strong>City</strong> continues to maintain and calibrate the equipment as required by the equipmentmanufacturer.c) The <strong>City</strong> should continue to carefully monitor gas concentrations in probe GP00-06. If highergas concentrations persist, consideration should be given to implementing remedial measuresin the area.The gas concentrations in GP00-06 were monitored. Gas concentrations were lower than in previous years.Adjacent buildings continued to be monitored for gas concentration. Options for remediation, if necessary,include excavating any putrescible wastes in the area and replacing it with clean fill, or installation <strong>of</strong> apassive gas venting system in the area.10.2.2 Monitoring10.2.2.1 Collection Systema) Routine monthly water elevations should continue at the leachate monitors, and C and D seriesmonitors as well as the twice-monthly water elevations in the leachate collection systemmanholes.Routine water and leachate levels were measured on an ongoing basis during 2008.10.2.2.2 Surface Watera) Considering the water quality results from 2007 and previous years, the monitoring frequencyshould be reduced from eight events per year to four events per year. Monitoring shouldcapture three wet events (enough precipitation to cause run<strong>of</strong>f) and three dry events (noprecipitation for 48 hours prior to sampling). Attempts should be made to collect at least one <strong>of</strong>the dry events in the summer (July to September).Reduction <strong>of</strong> monitoring, as per recommendation, was initiated in 2008.(111414_2ra_apr29-09_city_<strong>of</strong>_guelph.doc) - 63 -
