<strong>City</strong> <strong>of</strong> <strong>Guelph</strong>2008 Annual <strong>Report</strong>Closed Eastview Road Landfill Site• If the results <strong>of</strong> any <strong>of</strong> the above determine that the Reasonable Use Guidelines are being exceeded inthe bedrock beneath the site, or are predicted to exceed the Reasonable Use Guidelines in the future,because <strong>of</strong> the migration <strong>of</strong> leachate from Eastview Road Landfill, thereby creating the potential forimpact on water quality in the <strong>City</strong>’s water supply system, then the procedures specified in the Certificate<strong>of</strong> Approval will be followed, which may lead to the implementation <strong>of</strong> contingency plans in order toprotect the groundwater. If the reason for the exceedance, or predicted exceedance, is related to theoperation <strong>of</strong> the <strong>City</strong>’s water supply system, then modification to the water supply system or its operationwill be assessed in conjunction with the remedial or contingency plans.Currently, there is no predicted exceedance <strong>of</strong> Reasonable Use in the bedrock aquifer. Nevertheless, giventhat some lower water level trends had occurred at certain bedrock monitor in late 1990s early 2000s, the<strong>City</strong> installed two new deep bedrock monitors around the landfill. This will continue provide furtherinformation on the possible or existing effects that the municipal well pumping may be having on the deepergroundwater levels below the landfill, once a suitable data set has been collected.4.8 Need to Implement Contingency PlansThe groundwater analysis discussed previously in this section indicates that there are no leachate effectsrelated to the landfill in the shallow groundwater system (other than residual contamination pre-dating thePLCCS), in the lower till or in the bedrock. Therefore, there is no need to implement any contingency plans.4.9 Adequacy <strong>of</strong> the Monitoring Program and Recommended ChangesThe Eastview Road Landfill has now been closed for five (5) years. As this is the case, a reduction inmonitoring is warranted as part <strong>of</strong> the post closure <strong>of</strong> the site. The reduction in monitoring wasrecommended in the report entitled “Eastview Road Sanitary Landfill <strong>Report</strong> Closure Plan”, GLL 21-433,dated June 2003, prepared for The Corporation <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Guelph</strong> that was approved by the Ministry <strong>of</strong>the Environment (MOE). This reduction is outlined below starting with the current monitoring program andthen the proposed monitoring program.Groundwater Monitoring ProgramThe current groundwater and leachate monitoring program is outlined in the Table below. It consists <strong>of</strong>quarterly sampling <strong>of</strong> selected locations and semi-annual sampling <strong>of</strong> all locations listed. The monitoring atthis frequency has been ongoing since 1999, with the addition <strong>of</strong> several new locations in 2003 and 2007.As part <strong>of</strong> the monitoring program, water level measurements are completed at all location listed at afrequency <strong>of</strong> four times per year.
