This monitor reports experiences of almost 200,000 Dutch inhabitantsof 15 years and older who live in a private household situation. Respondents filledout questionnaires – via internet, on paper, by telephone or face-to-face. Respons rate is40%. One of the issues is the threatening nuisance they experience in their own neighbourhood. 7% experienced nuisance from drunken persons on the streets. 4.9% of the respondents report experiences of drug-related nuisance. In 2008, 4.8%of the respondents reported this. 2.7% rate drug-related nuisance as the most urgent problem in their neighbourhood.<strong>Drug</strong> nuisance ranks relatively low in this respect (CBS <strong>2010</strong>). In the south-east of the country (Limburg-Zuid) reports of drug-related nuisance arehighest (12.1%). Second in rank is Amsterdam (Amsterdam-Amstelland; 7.3%)(Centraal Bureau voor de Statistiek, Integrale Veiligheidsmonitor 2009, Tabellenrapport,<strong>2010</strong>, p. 30).Driving offencesNew developments occurred in the preparation of an amendment of the Road Traffic Act1994. An advice was published in which limiting values were proposed for the amount ofa single drug that leads to a driving offence (Adviescommissie grenswaarden voor drugs<strong>2010</strong>). <strong>The</strong> values will preferably be assessed by analysis of blood. <strong>The</strong> saliva-test will beused as a first screener; this test is not available for all types of drugs (T.K.29398-172).<strong>The</strong> minister of Security and Justice expects to re-introduce the bill to the Lower House inthe spring of 2011 (T.K.29398-236).Conclusion<strong>The</strong> figures in this paragraph show that less arrestees are registered by the police as adrug user. <strong>The</strong>ir mean age is increasing. <strong>The</strong> proportion of drug users arrested for129
