36821.7.5.3.3 Amateurism Fact-Finding Committee. The Amateurism Fact-Finding Committee shallreport directly to the Amateurism Cabinet. (Adopted: 8/3/06, Revised: 11/1/07 effective 8/1//08)21.7.5.3.3.1 Composition. The Amateurism Fact-Finding Committee shall consist of 15 membersappointed by the Amateurism Cabinet. (Adopted: 8/3/06, Revised: 11/1/07 effective 8/1/08)21.7.5.3.3.2 Duties. The committee shall be responsible for making a determination of facts relatedto the certification of a prospective student-athlete’s amateur status on request of an institution. An institutionmay make such a request if it disagrees with the determination of facts rendered by the NCAAEligibility Center. (Adopted: 8/3/06, Revised: 11/1/07 effective 8/1/08)21.7.5.3.3.3 Appeals. After the Amateurism Fact-Finding Committee has acted on an amateurismcertification case, the involved institution may appeal the determination of facts to the AmateurismCabinet. The cabinet determination shall be final, binding and conclusive and shall not be subject tofurther review by any other authority. (Adopted: 8/3/06, Revised: 11/1/07 effective 8/1/08)21.7.5.4 Awards, Benefits, Expenses and Financial Aid Cabinet.21.7.5.4.1 Composition. The Awards, Benefits, Expenses and Financial Aid Cabinet shall consist of21 members, including one member from each of the conferences listed in Constitution 4.2.1-(a) and 10members from among the conferences listed in Constitution 4.2.1-(b). One member of the Division I Student-AthleteAdvisory Committee shall serve as a member of the cabinet in an advisory capacity and may serve onthe cabinet up to one year after completion of his or her intercollegiate athletics eligibility. The cabinet shall: (Adopted: 11/1/07 effective 8/1/08)(a) Be responsible for review and consideration of the portions of Division I legislation that relate toprinciples of awards, benefits, expenses and financial aid;(b) Study issues and make policy or legislative recommendations related to the provision of financial aidto student-athletes; and(c) Study issues and make policy or legislative recommendations related to the provision of awards,benefits and expenses to student-athletes (excluding awards, benefits and expenses related to NCAAchampionships).21.7.5.5 Championships/Sports Management Cabinet.21.7.5.5.1 Composition. The Championships/Sports Management Cabinet shall consist of 32 memberswith conference representation and weighted votes identical to the Legislative Council as set forthin Constitution 4.6.1-(a) through 4.6.1-(c). One member of the Student-Athlete AdvisoryCommittee shall serve as a member of the cabinet in an advisory capacity and may serve on the cabinetup to one year after completion of his or her intercollegiate athletics eligibility. The cabinet shall: (Adopted: 1/14/97 effective 8/1/97, Revised: 11/1/07 effective 8/1/08)(a) In championships administration:(1) Supervise qualification and/or selection procedures for National Collegiate Championships andDivision I championships;(2) Review recommendations from sports committees regarding the administration of those championships;(3) Process other issues related to the administration of those championships; and(4) Act for the Leadership Council as the final authority regarding championships matters in DivisionI or in a National Collegiate Championship that are subject to appeal to the LeadershipCouncil (excluding appeals of championships selection or assignment in championships competition).(Revised: 11/1/07 effective 8/1/08)(b) In working with the Association-wide Committee on Competitive Safeguards and Medical Aspectsof Sports:(1) Assist in the collection and development of pertinent information regarding desirable trainingmethods, prevention and treatment of sports injuries, usage of sound safety measures at the collegelevel, drug education and drug testing;(2) Assist in the dissemination of such information as might be brought appropriately to the attentionof the membership and adopt recommended policies and standards designed to further theabove objectives; and(3) Assist in the supervision of the Association’s drug-education and drug-testing programs underthe direction of the Executive Committee.
