13.02.9 Recruiting-Person Days—Women’s Basketball. In women’s basketball, a recruiting-personday is defined as one coach engaged in an off-campus recruiting activity of a women’s basketball prospectivestudent-athlete, including a prospective student-athlete who has signed a National Letter of Intent (or the institution’swritten offer of admission and/or financial aid), on one day (12:01 a.m. to midnight); two coaches engagedin recruiting activities on the same day shall use two recruiting-person days. Women’s basketball staff membersshall not exceed 112 recruiting-person days during the academic year. Each day of a tournament or tier of a tournament in which a coachengages in off-campus evaluation activity shall count as a separate recruiting person day. (Adopted: 12/12/06)13.02.10 Home. In general, a prospective student-athlete’s “home” is the prospective student-athlete’s legalresidence, or the community of the educational institution in which the prospective student-athlete is enrolledwhile residing there.13.02.11 National Letter of Intent. The National Letter of Intent referred to in this bylaw is the officialdocument administered by the Collegiate Commissioners Association and used by subscribing member institutionsto establish the commitment of a prospective student-athlete to attend a particular institution.13.02.12 Prospective Student-Athlete. A prospective student-athlete is a student who has started classesfor the ninth grade. In addition, a student who has not started classes for the ninth grade becomes a prospectivestudent-athlete if the institution provides such an individual (or the individual’s relatives or friends) any financialassistance or other benefits that the institution does not provide to prospective students generally. An individualremains a prospective student-athlete until one of the following occurs (whichever is earlier):(a) The individual officially registers and enrolls in a minimum full-time program of studies and attends classesin any term of a four-year collegiate institution’s regular academic year (excluding summer);(b) The individual participates in a regular squad practice or competition at a four-year collegiate institution thatoccurs before the beginning of any term; (Revised: 1/11/89, 1/10/90, 1/19/13 effective 8/1/13)(c) The individual officially registers, enrolls and attends classes during the certifying institution’s summer termprior to his or her initial full-time enrollment at the certifying institution; or (Adopted: 4/28/05, Revised:1/17/09, 1/19/13 effective 8/1/13)(d) The individual reports to an institutional orientation session that is open to all incoming students within 14calendar days prior to the opening day of classes of a regular academic year term. (Adopted: 1/19/13 effective8/1/13)13.02.12.1 Exception—After Commitment. After an individual has signed a National Letter of Intentor the institution’s written offer of admission and/or financial aid or after the institution has received his or herfinancial deposit in response to its offer of admission, the individual shall no longer be subject to the restrictionsof Bylaw 13.1. The individual remains a prospective student-athlete for purposes of applying the remaining provisionsof Bylaw 13 and other bylaws. Recruiting is any solicitation of a prospective student-athlete or a prospective studentathlete’srelatives (or legal guardians) by an institutional staff member or by a representative of the institution’sathletics interests for the purpose of securing the prospective student-athlete’s enrollment and ultimate participationin the institution’s intercollegiate athletics program.13.02.13.1 Recruited Prospective Student-Athlete. Actions by staff members or athletics representativesthat cause a prospective student-athlete to become a recruited prospective student-athlete at that institutionare: (Revised: 1/10/90, 1/11/94 effective 8/1/94, 1/10/05 effective 8/01/05)(a) Providing the prospective student-athlete with an official visit; (Adopted: 1/11/94 effective 8/1/94)(b) Having an arranged, in-person, off-campus encounter with the prospective student-athlete or the prospectivestudent-athlete’s parents, relatives or legal guardians; (Adopted: 1/11/94 effective 8/1/94)(c) Initiating or arranging a telephone contact with the prospective student-athlete, the prospective studentathlete’srelatives or legal guardians on more than one occasion for the purpose of recruitment; or (Revised:1/11/94 effective 8/1/94)(d) Issuing a National Letter of Intent or the institution’s written offer of athletically related financial aid tothe prospective student-athlete. Issuing a written offer of athletically related financial aid to a prospectivestudent-athlete to attend a summer session prior to full-time enrollment does not cause the prospectivestudent-athlete to become recruited. A “representative of the institution’s athletics interests”is an individual, independent agency, corporate entity (e.g., apparel or equipment manufacturer) or other organizationwho is known (or who should have been known) by a member of the institution’s executive or athleticsadministration to: (Revised: 2/16/00)(a) Have participated in or to be a member of an agency or organization promoting the institution’s intercollegiateathletics program;13Recruiting77
