In June, a car was given theRegional Anti-Trafficking Unit in Mitrovica andcurrently only Ferizaj Trafficking Unit has nounit car. Upon definition of the organizationalstructure, it is expected that vehicles arepurchased for investigations unit and fordepartment against human trafficking.Whereas, these police units are equipped withother devices (e.g. monitoring devices).Victims of trafficking have housing. However,the potential victims like alms-seeker childrenhave more housing problems. The drawback isthe non-licensing of 'integration houses' by11MWSW. In all regions of Kosovo, police andsocial work centres have complained in the lackof place where children alms-seekers aspotential victims of trafficking would find12shelter until the relevant decision. Also, there isno current budget for Social Work Centres. Thismeans that when these children are taken bypolice and social workers, current expenses arecovered by employees of Social centres and thePolice. This is somewhat paradoxical due to thefact that social work centres have a current dailybudget of 100 Euros per day but during thetreatment of children alms-seekers they appealfor lack of funds.Despite ongoing training, organized debateshave highlighted the non-commitment of thecourts in combating this phenomenon. Forexample, task-forces across large municipalitiesserve to coordinate the work in combating thisphenomenon. But these are not functionalworking groups and the courts almost alwaysare absent in meetings. The fact that courts donot pay due importance is also stated in caseswhen during court decisions, the minimumrange of punishment of traffickers are not13respected.In conclusion, the implementation of EPAP bythe Kosovo institutions in the field of combatingtrafficking in human beings shows that therewas a success in developing the strategy andplans and partly, there was some success inreaching agreements with its neighbours. Butthere are delays in institutional capacitybuilding such as the employment of additionalstaff in the units of the anti-trafficking policeunits. Also, for political reasons, there was nosuccessful movement in reaching agreementswith all regional countries to combat thisphenomenon. While there is progress incapacity building, respecting of time factor hasnot happened in most cases.III. Police investigation oneconomic and financial crimesKosovo's path towards the rule of law andsecurity require strong institutions that are ableto fight organized crime. One of these forms ofcrime is financial crime and economic crime.
