Since16the establishment of this unit 70% ofprofessional staff has left DIECC as a result oflow salaries. They are employed in otherinstitutions where salaries are higher. This lowsalary affects the hiring of new staff, too.Sometimes there are cases when people withhigh school education only are hired, due to thefact that there is a lack of interest by the qualifiedpeople. Determination of the higher criteria foremployment is also lacking. This affectsthebudget of Kosovo, because the personnel needstrainings, and as soon as other job opportunitiesare created, the employees change the job andcontribute into other institutions such as banks.Kosovo police has not yet created the conditionsfor maintaining a professional staff in order to17increase its capacities.Establishment of operational cooperation ofDIECC with other relevant institutions (e.g.customs) is essential for preventing andcombating the phenomenon of moneylaundering. Another success of the MIA andpolice cooperation is the creation of thisoperating system. Consequently, in the exerciseof duties DIECC has not encountered problemsin cooperation with other institutions.One of the identified delays is the increase of thenumber of staff in DIECC. Directory forInvestigation of Economic Crimes andCorruption according to the new structure shallhave 151 members. The number of staff has notincreased according to the needs. DIECC needsadditional personnel to function normally.Moreover, regional units require professionalpersonnel in the field of financial crimes. InSeptember, a vacancy notice was opened fornew jobs. At the moment, with the recentlyhired personnel (in September), this Directoryfulfils its need up to 80%. But leavings from thisdepartment are a serious problem in growth anddevelopment capacities.Increased capacity is also done through training.Trainings are ongoing both within and outsidethe country. Trainings were held on therespective areas such as analysis of financialcrime and financial investigation. Also, capacitybuilding through training of staff is challengedby personnel's quitting of job. While trainingshould from time to time become moreadvanced, new staff arrivals have been affectingthe level of trainings, so there are no specializedtrainings.From unofficial sources it is understood thatthere has been no allocation of the budget for theDepartment of Investigation of Economic andFinancial Crime and Corruption. The reasonsprovided for this was that the unit was forgottenand that regional units must find resources fromother police departments. Limited fundsinfluence in the work against crime. Forexample, regional units have phone credit ofonly 10 Euros per month, while their work onthe field requires more expenses. According tothe Information Office at the KP, the Directoratefor the year 2010 had no budget but it wassupported from the main budget of theInvestigation Pillar.DIECC must have adequate technologyavailable in proportion to the number of staff.This unit is equipped insufficiently forinvestigation of these crimes. But the concern isdue to the continuing need for the supply ofadvanced and sophisticated technology. At thesame time, not all regional units are equippedenough.Some of the regional units have sufficient fundswhile others do not have enough technology.Another concerning issue is that regional unitswere supposed to have the equipment inproportion to the staff. But all the units lack theequipment for all personnel. These units havecars but lack the necessary tools like GPSsystem, night binoculars, and other thingsrelated to information technology (IT).16 ibid.17 There are actions of DIECC. From the beginning of this year on, there were increased results in combating economic and financial crimes.However, full functioning of DIECC needs additional and professional staff.
