- Case study: Sidney, BC<br />

Humanité Services Planning Ltd, working with residents of an older established<br />

neighbourhood, generated criteria for affordable housing and proposed a revised zoning<br />

bylaw for their implementation.<br />

• Consultation with community members leads to better planning, more<br />

efficient use of resources, and elimination of potential delays in the approvals<br />

because different views have already been considered and built into the<br />

project. This can create overall energy efficiency in the community.<br />

• The character of the older neighbourhoods is also preserved while supporting<br />

diversity, innovative design and affordability.<br />

- Case study: Portland, Oregon<br />

The Businesses for an Environmentally Sustainable Tomorrow (BEST) <strong>Program</strong> of the<br />

City of Portland Office of Sustainable Development provides assistance to area<br />

businesses and recognition for their accomplishments in sustainable practices. Resource<br />

experts from the City of Portland's Energy, Water, and Environmental Services Bureaus<br />

help businesses learn the latest on pollution prevention, energy efficiency, waste<br />

reduction, and water efficiency. The annual BEST Business Awards are presented to<br />

Portland businesses demonstrating innovative ways of conserving energy, minimizing<br />

waste, and improving transportation efficiency.<br />

The quantified annual benefits from the actions by the 80 award-winning businesses from<br />

'93 to '03 are significant.<br />

• Energy is saved in the following ways: 48.2 million kilowatt hours of<br />

electricity; 6.8 million therms of natural gas; and, 993,000 gallons (<strong>4.5</strong> million<br />

litres) of gasoline.<br />

• Energy required to treat water is reduced because 868 million gallons, (3.9<br />

billion litres) are saved.<br />

• Solid waste is reduced by 71,000 tons (72,136 metric tones), reducing impact<br />

on landfills.<br />

• Carbon dioxide (CO2) emissions are reduced by 112,700 tons (113,792 metric<br />

tonnes).<br />

• Cost savings are $13.2 million (US).<br />

Portland's BEST program model is being explored and implemented in several other<br />

locations throughout the U.S., including Chula Vista, CA; Austin, TX; Las Cruces, NM;<br />

4 Affordability and Choice Today (ACT) case studies are prepared for the Federation of Canadian<br />
