L.1.7 Urban growth boundary<br />
Implementing an urban growth boundary that restricts suburban development and<br />
encourages mixed-use development around transit centers is an effective control against<br />
urban sprawl. If it is necessary for major commercial development to be located in the<br />
suburbs, ensure they are clustered with other commercial and residential areas and are<br />
located very near a transit center. The policy should be linked with strong public<br />
education and good pedestrian and cycling routes.<br />

lands.<br />
The City of Ottawa in 2003 passed its Official Plan limiting the growth of the urban<br />
oundary. It was quite contentious.<br />
