Quebec City rezoned single-family neighbourhoods to permit the addition of secondary<br />

suites and updated site development standards.<br />

• Urban sprawl is countered by intensifying existing development.<br />

• Existing municipal infrastructure is optimized.<br />

• Maintenance of existing housing stock is encouraged.<br />

• Seniors can stay in their houses longer.<br />

• Affordable housing is provided in safe, quiet neighbourhoods.<br />

- Case study: North Vancouver, BC<br />

The District of North Vancouver modified its guidelines and developed information<br />

packages regarding accessory apartments to facilitate the implementation of the District’s<br />

accessory apartment policy.<br />

• Secondary suites discourage urban sprawl.<br />

• Most plans for single-family homes submitted for municipal approvals have<br />

suites designed into them.<br />

• It has brought illegal suites out of the hiding. The new bylaw serves to protect<br />

the existing affordable housing stock. Tenants can make complaints against<br />

landlords without fear that the illegal unit will be discovered and closed down.<br />

• Landlords now have accurate information about costs and can charge<br />

accordingly; rents have gone up 1 to 2 per cent.<br />
