EXECUTIVE SUMMARY<br />
A Community Energy Plan is a high level schedule that offers a community the ability to<br />
retain continuity and consistency between its many, more detailed documents and<br />
programs. Its presence should simplify the development of the Official Plan and the<br />
secondary plans that support by describing the many interactions between those plans.<br />
The Community Energy Plan considers the use of energy as the critical currency for the<br />
planning process, driving the decision making process towards the goal of a reduced<br />
energy footprint. The impact of energy use within a community extends beyond the<br />
consumption of gas, oil, and electricity in heating, cooling, and transportation to include<br />
the effect of spatial design and embedded resources within the built environment.<br />
This document is the third in a series of documents that are intended to aid communities<br />
in developing a long-term strategy. The intent is to empower the community and reduce<br />
the dependence on outside consultants. The members of the community are the best<br />
people to determine the future of their locality and by working steadily through these<br />
documents may understand the process and purpose of plan development<br />
<strong>Volume</strong> 1 discusses the concept of Community Energy Planning and its relationship with<br />
existing planning process. The document also discusses sustainability and its definition in<br />
terms of communities.<br />
<strong>Volume</strong> 2 details the process of developing the Community Energy Plan, allowing<br />
communities to educate themselves with the process and thereby achieve a greater level<br />
of community buy-in. The support of the community at large is essential for any<br />
community plan to be successful.<br />
<strong>Volume</strong> 3 contains ideas and examples of initiatives that have been undertaken<br />
throughout Canada and the world, focusing on the reduction of energy and greenhouse<br />
gas emissions. They can be used to form the basis for further programs and projects<br />
