Risk Assessment seminarThe risk assessment seminar was held in Moscow07.12.2010, and the material from the seminar wasmade available as a download from Internet.The seminar and the work from Phase 3 waspresented in an article by Mikhail Lisanov et. al,:“Russian and international approaches to riskanalysis for offshore facilities”.The article was published in the Russianpublication «Occupational safety in industry». Thearticle was 70% based on Phase 3 work from RN03,and 30% on B2020 Risk Assessment seminar inDecember 2010.In addition input from Phase 3 of RN03, hasbeen provided to the new GOST R standard on RiskAssessment.5.2. Risk Management seminarThis <strong>report</strong> documents the risk management seminar“Risk Management of major hazards for OffshoreActivities in the Barents Sea”, which was heldin Moscow 12.12.2011. The <strong>report</strong> presents thebackground and context of the seminar, findingsfrom seminar discussions, observations and theseminar presentations.6. Session 1: Interfaces between RiskManagement and Regulatory regimes inthe Barents SeaNorwegian Petroleum Safety Authority (OddThomassen, Principal Engineer, Process Integrity):Safety Barrier ManagementThe presentation gave some insight into riskmanagement through management of safety barriersin a Norwegian risk based and functional basedregulatory regime, in the total lifecycle.The main objective with barrier management is toestablish and maintain safety barriers so that they atany time can handle the risks involved by preventingthat incident happens and/or reduce loss andmitigates the consequences if the incident occurs.Management of safety barriers includes themanagement processes, systems and measures tobe in place to ensure necessary risk reduction andcomply to the requirements set to safe design andoperation.Risk management, as per ISO 31000 std. assumesthe use of risk assessments, suitable for the purposeto support decisions to be taken that directly or116RUSSIAN–NORWEGIAN COOPERATION PROJECT
