RN02: DESIGN OF FLOATING STRUCTURES IN ICE // PART 1 IntroductionThe recommendations from the group to the Barents2020 Steering Committee included:• ISO 19906 shall be used as basis for design andoperations of stationary units in the Barents Sea.Note: Phase 3 was based on the ISO/DIS (DraftInternational Standard) dated 15-Jan-2009.• Internationally approved (directtranslations) ISO 19906 are to beimplemented as national standards• The Working Group identified ten topics, ofwhich four were prioritized, that should beamended in ISO/DIS 19906 (Draft InternationalStandard). A Guidance Document has beenidentified as the best way to address thesetopics. The Guidance Document should––Be prepared in close cooperationwith ISO WG8,––Pay due considerations to ongoing JointIndustry Projects (JIPs) and research projects.––Be ready in draft form by end 2010.• The guidance document should––Meet the immediate and futureneeds for the Barents Sea––Be a common Russian-Norwegian supplementto ISO 19906 until an update is available––Be submitted to ISO as a proposedinternational supplement to ISO 19906 at thefirst update• Of the ten topics, stationary floating structuresin ice should be given first priority. Several ofthe other identified topics can be put under theumbrella of stationary floating structures.1.2. Scope of Work and Work Process Phase 4ObjectiveThe objective for RN02 in Phase 4 was defined to be:• Develop a Guidance Document that mayserve as a common Russian-NorwegianSupplement to ISO19906 for use in the BarentsSea that fills identified gaps in ISO 19906with respect to ice loads against and theresponse of stationary floating structures. TheGuidance will be based on state-of-the-art.Based on the definition of stationary structures fromPhase 3, the term “stationary floating structure” isdefined as:• Floating unit kept in position by mooringsand/or dynamic positioning, e.g. ship-shapedvessels, spar and buoy shaped platforms.1.3. Expert Working GroupThe Russian experts were nominated by theRussian sponsors Gazprom, Rosneft and ShtokmanDevelopment Company AG (Sdag). The Westernexperts were nominated by the Western sponsors, who were Statoil, ENI, Total, and OGP in additionto the Norwegian Foreign Ministry and DNV.The project steering committee approved thenominations. The companies and institutions inthe groups represent leading organisations withinthe maritime and offshore petroleum industriesin Norway and Russia, and bring the requiredcompetence to the groups to assess the selected safetycritical topics.Furthermore, the Working Group identified a needto harmonise the understanding and interpretationof ISO 19906 amongst Russian and Norwegianparticipants.20RUSSIAN–NORWEGIAN COOPERATION PROJECT
