Target AudienceThe target audience is primarily as follows:National and international standardisationorganisationsThis <strong>report</strong> is for use by standardisationorganisations and committees for their considerationand input for possible future updating of industrystandards.Regulatory organisationsThis <strong>report</strong> is intended to be used by regulatorybodies and authorities in Norway and Russiawho are involved in the review and acceptance orapproval of projects for oil and gas developmentin the Barents Sea. It is expected that the <strong>report</strong>will provide useful information for authoritiesregarding best available industry practice relatedto the <strong>report</strong>ed topics and how existing rules andregulations can be satisfied wherever practicable byfollowing a common performance-based approach toensure offshore risks are reduced to ALARP levels.Operators, contractors and manufacturersThis <strong>report</strong> will hopefully be used by operators,contractors and manufacturers in Norway andRussia and internationally for projects relatedto petroleum exploration, production andtransportation in the Barents Sea.1.4. EER Terms and DefinitionsThe intention of RN04 is to use establisheddefinitions as stated in ISO19906 and ISO15544 andto supplement them where found necessary.In case of discrepancy between the English andRussian translations, the English definitions asdescribed in this <strong>report</strong> will prevail; however, it mustbe recognised that the terms used, such as escape,evacuation, emergency etc., translate differently inboth languages, as seen in Table 2.Table 2 - Examples of Terminology Differences:EscapeEvacuationRescueEnglishEmergency = the situationleading up to the incidentincluding escalationEvacuationRussianEvacuation (escape frominstallation)RescueEmergency = the situation afterthe incident involving escalationNote that there are also many differences interminology used for emergency response. Use of Document in Barents Sea ProjectsThis document has been developed in order toprovide guidance to operators on issues relatedto EER for the Barents Sea. It contains importantissues that need full consideration when performingactivities in the cold climate conditions of the BarentsSea.This document, together with the referenceddocuments, can be used as the basis for thedevelopment of Performance Standards that leadto Project Specific Technical Specifications, whereboth can be used to develop EER Philosophyand Strategy, Emergency Preparedness Analysis,Emergency Preparedness Plans and EER EquipmentSpecifications. In its current form and content,the document contains necessary information andguidance to create project-specific PerformanceStandards for the design of EER equipment.However, it is not the aim of this document toprovide explicit details for the manufacture of suchequipment. As referred to in Section 1.6, standardsfor and suitable equipment for EER in all Arctic andsub-arctic conditions are simply not available, anddue to such extreme variances in ice conditions it isnot reasonable to expect them to be.
