RN01: CO-ORDINATION OF DELIVERABLES // Mandate Task no. 2 – Implementation of deliverables3.3. RN04 Evacuation and Rescue3.3.1. DeliverablesThe deliverables of RN04 will be a <strong>report</strong> containing:1. A commentary on the EER provisions inISO 199062. A guidance on creating performance standards3. A guidance for arctic evacuation methods4. A guidance for emergency response vessel3.3.2. Recommendations for implementation ofdeliverablesIt is recommended that the Barents 2020 SteeringCommittee takes the following actions:1. Submit the RN04 <strong>report</strong> to the new ISO ArcticOperations sub-committee (ISO/TC67/SC8) asinput for possible new work items within thearea of arctic evacuation and rescue.2. Submit the RN04 <strong>report</strong> to the Russianstandardization organisation TC 23 as basis fordevelopment of new national Russian standards:––Oil and Gas Industry – OffshoreProduction Units. Evacuation and Rescuesystems. Terms and Definitions––Oil and Gas Industry – Evacuation Routesand Temporary Shelters. Major Requirements3.3.3. CommentaryInitial recommendations also included a recommendationfor submittal to Russian-Norwegiannational standards associations for issue regionalannex to ISO-19906. However, it is considered byRN01 that the <strong>report</strong> as delivered is best suited foruse by standardisation organisations and committeesas input for possible future updating of industrystandards, rather than as specific annex to theexisting ISO 19906.Furthermore it was initially recommended thatguidelines on arctic survival craft and emergencyresponse vessel should be developed and, dependingon the maturity of the outcome, be consideredimplemented as <strong>DNV</strong> Recommended Practices.RN04 concluded during their work that, standardsand suitable equipment for EER in Arctic and sub-Arctic conditions are not yet fully developed andthat this is still an area for further research anddevelopment. The <strong>report</strong> provides initial guidance inthese areas, however, not yet of a maturity suitablefor individual standardization documents.3.4. RN05 Human Factors3.4.1. DeliverablesThe deliverables of RN05 will be a <strong>report</strong> containingindustry guidance for safe working environment forpersonnel on board ships and offshore installationsoperating in the Barents Sea.3.4.2. Recommendations for implementation ofdeliverablesIt is recommended that the Barents 2020 SteeringCommittee takes the following actions:1. Submit the RN-05 <strong>report</strong> to the new ISO/TC67/SC8Arctic Operations for consideration as a possiblenew work item proposal for an ISO standard.2. Submit the RN05 <strong>report</strong> to the nationalstandardisation organizations of Russiaand Norway for information and use as anidentical regional amendment to the Russianand Norwegian national adoption of ISO19906:2010(E) until a new edition of theinternational standard is issued.3. Specifically, for Standard Norway, the <strong>report</strong> isalso recommended for input to planned revisionof NORSOK S-002 “Working Environment”.Submit the RN05 <strong>report</strong> to Classification Societies ofRussia and Norway (Russian Maritime Register and<strong>DNV</strong>) for information and possible use as input toarctic specific class rules/notations.3.4.3. CommentaryRN01 recommends to the Steering Committee thateffort should be made to ensure that possible Russianand Norwegian regional annexes become identical.This means that Russia (Rosstandart) and Norway(Standards Norway) are encouraged to work together(form joint work group) to accomplish this.It is noted the ISO TC67/SC8 has alreadyidentified human factors in their preliminaryprogramme of work.The initial recommendations of considering theRN05 results for use as a GAZPROM STO or <strong>DNV</strong>Recommended Practice are recommended to beabandoned.3.5. RN06 Ice Management3.5.1. DeliverablesThe deliverable of RN06 will be a technical <strong>report</strong>describing “state-of-the-art” for Ice Management.3.5.2. Recommendations for implementation ofdeliverablesIt is recommended that the Barents 2020 SteeringCommittee takes the following actions:266RUSSIAN–NORWEGIAN COOPERATION PROJECT
