2. Cooperation PartnersThe last Steering Committee Meeting of phase 3 heldon March 3, 2010 in Moscow discussed and initiatedphase 4 of the project. The meeting agreed that inaddition to phase 3sponsors additional sponsorsshould be invited to phase 4 to involve appropriatecompetence and to raise sufficient funding.International Cooperation PartnersIn March 2010, several international companies wereinvited to participate as sponsors in phase 4, andfinally the following eight partners were confirmedfinancial sponsors:• Gazprom• Statoil• ENI Norge• Total• Shtokman Development AG• Oil and Gas Producers Association (OGP)• The Norwegian Ministry of Foreign Affairs• DNVRussian Cooperation PartnersAs for phase 3 the main project partner OAOGazprom maintained the cooperation with Russianstakeholders throughout the project.4. Project ManagementDNV and TK23 represented by Gazprom/VNIIGAZact as project managesr (same as for phase 3) onthe International respectively Russian side, closelycooperating through the project.The project manager and the expert groupcoordinators have been responsible for preparing thisreport.The DNV offices in Moscow and St Petersburghave also, together with the Russian side, beeninvolved in arranging expert workshops andconferences.5. Expert Working GroupsCoordinators for the Work GroupsThe project steering committee meeting on June 9 th ,2010 approved the nomination of expert workinggroup coordinators from the Norwegian and Russianside (most coordinators remained the same as forphase 3).The coordinators plan, facilitate and lead theRussian-Norwegian expert working groups throughthe workshops to the final presentation of results.The coordinator is also responsible for compiling thegroup’s recommendations in a written report.3. Steering CommitteeIn accordance with the agreements between thesponsors and DNV as project manager, it is requiredthat the work shall be controlled by a Russian –International Steering Committee.A steering committee was therefore establishedwhich by December 2010 with representatives from:Gazprom, Rosneft, Rostechnadzor, Rosstandard,Statoil, ENI Norge, Total, SDAG, OGP, StandardNorge and DNVThe meetings in the steering committee werechaired by Mrs Elisabeth Harstad, responsible for theBarents 2020 project in DNV.The DNV project manager attends as secretaryand prepares minutes of meeting.The Steering Committee has met 09 th June2010, 08 th December 2010, 20 th May 2011 and 14 thDecember 2011. Barents 2020Nomination of Norwegian and Russian Experts toWork GroupsThe sponsors were invited to nominate expertsto the various expert groups. The project steeringcommittee authorised DNV and Gazprom TC23 todecide the final participation in the expert groups.The companies and institutions in the groupsrepresent leading organisations within the maritimeand offshore petroleum industries, and bring therequired competence to the groups to assess theselected safety critical topics. Names of the expertgroup members are included in the expert groupreports.6.
