GM Memo No. 09-217d Meeting Date: November 18, 2009 Page 14 of 16 A key component of the SAP involved the creation of new neighborhood circulators or shuttles that provide relatively quick trips to/from major centers of activity. These trips would be focused to operate in a particular area of the District (region of a city) and on a bi-directional platform. The SAP proposed the implementation of a North Berkeley Circulator route (Line 25) that would provide service between neighborhoods in North Berkeley to downtown. The service would operate bi-directionally, departing from downtown every 15 minutes in opposing directions, totaling 4 buses through the area per hour. Based on public comment received, the RevSAP would augment that service by extending the operating hours from 6am to 8pm. This would result in 56 trips per day providing service to the neighborhood. By operating the service in 30 foot buses, and maintaining the peak maximum trip allowance (am – 30, pm – 26), staff feels that the spirit of the agreement is met. The General Counsel’s office will be scheduling a meeting between staff and the CSNA to review the proposed service and receive feedback. Title VI Analysis As stated in GM Memo 09-161, a cursory Title VI analysis was completed during the initial proposal development process for the SAP. Subsequently, the Long Range Planning staff began work on the formal review of the SAP; however, work was temporarily postponed given the possibility of service restorations that would have had definite impacts on the analysis. Planning staff has resumed that work and will provide the Title VI report to the Board at its meeting on December 16, 2009 in connection with final consideration of the RevSAP. In review of the Title VI report (GM memo 03-199) for the service reductions completed in 2003, staff finds that out of the eight (8) routes highlighted during the analysis, the Line 47 – Maxwell Park is the only service still in operation from that period. The RevSAP recommendation for the Line 47 includes the restoration of peak-only 45 minute frequency service. The final Title VI report for the RevSAP will assess whether this service is adequate, or whether a disparate impact remains. Post Implementation Monitoring Plan Staff has completed analysis regarding forecasted ridership impacts to service proposals. Impacts to services that are being discontinued are fairly straightforward to model; however, changes to frequency on a line represent a forecasting challenge. Unfortunately, most of the modeling and forecasting methods are reliant upon existing data, and information from other transit properties that have varying land use patterns and operating conditions. In short, there are no truly accurate models for ridership estimates related to service reductions. That said, one method for measuring success is to review transit use by geographic area and compare both raw ridership and productivity. Additionally, a chief tenant of the SAP and RevSAP related to increases in reliability and operations effectiveness. A key indicator of a line’s effectiveness is On-Time-Performance (OTP) by line, by direction and by time-of-day.
GM Memo No. 09-217d Meeting Date: November 18, 2009 Page 15 of 16 The District should employ a robust post-implementation monitoring program to help adequately assess the efficacy of service changes. This effort will include the determination of standards and measures for lines to be evaluated and should be tied to requirements for adjustments, should lines not perform up to standard. There are many methods for development of a monitoring program, and staff proposes to provide a plan to the Board for consideration in February 2010. Next Steps: Public Outreach – Staff is preparing information for one final community workshop for the RevSAP. This meeting is tentatively scheduled to occur on Tuesday, December 1, 2009 at the District general offices. Additionally, staff is exploring the possibility of using interactive technologies and conducting a webinar as well. The table below provides information on the tentative schedule for implementation for the remainder of the RevSAP.
