2009 Service Adjustments Plan Public Comments
GM Memo 09-217d
Attachment A1
The 2009 Draft Service Adjustments Plan (SAP) was developed in response to the
declaration of a Fiscal Emergency by the District on June 24, 2009. The SAP proposed
both service adjustments and reductions that would result in the elimination of 15% of
the Districts Platform (gate to gate) hours. Due to the magnitude of the reduction, a
robust and comprehensive Public Outreach strategy was developed and implemented.
In additional to other formats to provide comments, the following types of
meetings/briefings were held:
• Community Workshops (2 rounds)
• Local Elected Officials Briefings
• Individual Director Briefings
• City Staff Briefings
• Funding Agency Briefings
• City Council, Commission and Liaison Committee Briefings
• Public Hearings (3 meetings)
For a detailed list of meetings conducted, please refer to Table 1 at the end of this
report.
Community Workshops
Two rounds of community workshops were held during the SAP process, distinct from
each other based on the timing of the overall plan development. There were two main
goals associated with these workshops:
1. Information sharing – Planners/staff were encouraged to spend time with
attendees talking to them about how/why they use the service and what effect
proposed changes would have.
2. Information obtaining – Attendees provided valuable input on behavioral uses of
the service as well as feedback on the service proposals themselves.
The first series of five (5) workshops involved iterative one-on-one discussion between
District Planners/staff and the attendees to assess travel and use patterns. Additionally,
staff led attendees through a series of “trade-off” questions/statements. Information
from this exercise was used in the development of the service proposals that were
presented during the 2 nd round of workshops. For more information on the “trade-off”
exercise, please refer to AC Transit GM Memo 09-197, presented to the AC Transit
Board of Directors on July 29, 2009.
The second series of eight (8) workshops involved providing a general overview of the
process and methodology used for the determination of the service proposals.
Attendees were then encouraged to discuss proposed changes with Planners and staff
where their comments/questions and suggestions were taken. Public Comment sheets
