The 20<strong>09</strong> Draft Service Adjustments Plan (SAP) was developed in response to the<br />
declaration <strong>of</strong> a Fiscal Emergency by the District on June 24, 20<strong>09</strong>. The SAP proposed<br />
both service adjustments and reductions that would result in the elimination <strong>of</strong> 15% <strong>of</strong><br />
the Districts Platform (gate to gate) hours. Due to the magnitude <strong>of</strong> the reduction, a<br />
robust and comprehensive Public Outreach strategy was developed and implemented.<br />
In additional to other formats to provide comments, the following types <strong>of</strong><br />
meetings/briefings were held:<br />
• Community Workshops (2 rounds)<br />
• Local Elected Officials Briefings<br />
• Individual Director Briefings<br />
• City Staff Briefings<br />
• Funding Agency Briefings<br />
• City Council, Commission and Liaison Committee Briefings<br />
• Public Hearings (3 meetings)<br />

report.<br />
Community Workshops<br />
Two rounds <strong>of</strong> community workshops were held during the SAP process, distinct from<br />
each other based on the timing <strong>of</strong> the overall plan development. There were two main<br />
goals associated with these workshops:<br />
1. Information sharing – Planners/staff were encouraged to spend time with<br />
attendees talking to them about how/why they use the service and what effect<br />
proposed changes would have.<br />
2. Information obtaining – Attendees provided valuable input on behavioral uses <strong>of</strong><br />
the service as well as feedback on the service proposals themselves.<br />
The first series <strong>of</strong> five (5) workshops involved iterative one-on-one discussion between<br />
District Planners/staff and the attendees to assess travel and use patterns. Additionally,<br />
staff led attendees through a series <strong>of</strong> “trade-<strong>of</strong>f” questions/statements. Information<br />
from this exercise was used in the development <strong>of</strong> the service proposals that were<br />
presented during the 2 nd round <strong>of</strong> workshops. For more information on the “trade-<strong>of</strong>f”<br />
exercise, please refer to <strong>AC</strong> Transit <strong>GM</strong> <strong>Memo</strong> <strong>09</strong>-197, presented to the <strong>AC</strong> Transit<br />
<strong>Board</strong> <strong>of</strong> <strong>Directors</strong> on July 29, 20<strong>09</strong>.<br />
The second series <strong>of</strong> eight (8) workshops involved providing a general overview <strong>of</strong> the<br />
process and methodology used for the determination <strong>of</strong> the service proposals.<br />
Attendees were then encouraged to discuss proposed changes with Planners and staff<br />
where their comments/questions and suggestions were taken. Public Comment sheets<br />
