Group political crimes and terrorism can be identical if both aredeemed types of conflict other than disturbance, and if grouppolitical crime involves violent action.Comments:The “durable” character required by ICRC at the level of“disturbance” may be envisaged for acts of terrorism whensporadic acts of violence are steadily committed, as showsthe situation in Lebanon from October 2004 to November2006. The crucial issue, however, stems from the fact thatan act of terrorism is generally recognized as a method ofwarfare, rather than a type of conflict. I answer that theissue is legitimate when the act of terrorism is consideredper se. The issue would, however, be not legitimate, ifconsidered inter se. If a political offence can be consideredas a type of conflict, and if an act of terrorism can beidentical to a political offence, it is thereforeincomprehensible why an act of terrorism should not beconsidered as a type of conflict when it bears thecharacteristics of a political offence.2. Political crimes and terrorism can be identical at internationallevel, in time of peace, if political crime which is deemed as such atnational level is deemed terrorism at international level.CONCLUSION9. Marking the boundary between political crimes andterrorism helps not only to qualify the relation between bothconcepts, but also to define that which poses a growing threat tointernational peace and brotherhood.70DR.
