derived from <strong>the</strong> 2000 FIES by <strong>the</strong> National Statistical Coordination Board (NSCB),and <strong>for</strong> <strong>the</strong> 2004 APIS, it applies <strong>the</strong> 2004 lines set by <strong>the</strong> NSCB from <strong>the</strong> 2003 FIES. 5In strict terms, FIES lines should not be applied to APIS data. As noted bySchelzig (2005, p. 131), FIES and APIS use different income and consumption modulesand different reference periods (FIES makes two visits and covers <strong>the</strong> whole year, APISmakes one visit and covers July). There are no official poverty rates based on APIS,“most likely because <strong>the</strong>y would conflict with <strong>the</strong> FIES results”. Given this paper uses<strong>the</strong> APIS data, however, <strong>the</strong> FIES poverty lines are <strong>the</strong> best available.For <strong>the</strong> <strong>Philippines</strong> as a whole, <strong>the</strong> household-level poverty rates in <strong>the</strong> 2004APIS are 31.4 percent <strong>for</strong> <strong>the</strong> national line and 15.4 percent <strong>for</strong> <strong>the</strong> food line (Figure 2).Compared with <strong>the</strong> 2002 APIS, <strong>the</strong>se are reductions of 0.4 and 0.3 percentage points.As an imperfect comparison, <strong>the</strong> 2003 FIES household-level poverty rates are24.4 percent (national) and 10.2 percent (food).
