The context of poverty scorecards <strong>for</strong> <strong>the</strong> <strong>Philippines</strong>This section discusses existing scorecards in terms of <strong>the</strong>ir goals, methods,relative/absolute poverty estimation, poverty lines, indicators, accuracy, precision, andcosts.3.1 ReyesReyes (2006) has a concrete purpose: to construct a simple scorecard as “analternative means-testing option <strong>for</strong> identifying [<strong>the</strong> 5 million] beneficiaries of <strong>the</strong>Philhealth Indigent Program” (p. 1) using data collected on all households as part of<strong>the</strong> Community-Based Monitoring System (CBMS). As of 2006, CBMS covered 6,000barangays in 20 provinces, with plans <strong>for</strong> nationwide coverage by 2010. Much like thispaper, Reyes aims <strong>for</strong> a simple, inexpensive system that can be implemented by nonspecialistsin local government and that can be used to update beneficiary status overtime <strong>for</strong> households that cannot establish income via pay stubs or tax returns.7
