(b)(c)(d)(e)(f)(g)(h)(i)an operating code specifying the conditions under which the Licensee shalloperate the Licensee's Transmission System and in accordance with whichPersons shall operate their Production Facilities and/or Systems Connected tothe Licensee's Transmission System, in so far as necessary to protect thesecurity and quality of supply and safe operation of the Licensee's TransmissionSystem under both normal and abnormal operating conditions;a planning code specifying the technical and design criteria and procedures tobe applied by the Licensee in the planning and development of the Licensee'sTransmission System and to be taken into account by Persons whose Premisesare Connected or who are seeking Connection to the Transmission System inthe planning and development of their own Production Facilities and/or Systems;a scheduling and Dispatch code which reflects the requirements referred to inCondition 31;an Ancillary Services code;procedures relating to the scheduling of planned outages of Generation Unitsand Desalination units;provisions for the exchange of data and arrangements for the cooperation of theLicensee, the PWP and the other parties to the Grid Code necessary to achievethe objectives set out in paragraph 2;procedures for International Interconnection;a Metering and Data Exchange Code specifying technical rules for the meteringof electricity and Desalinated water exiting Production Facilities and entering andexiting the Total System. The Metering and Data Exchange Code shall stipulaterequirements regarding the exchange, storage and provision of metering datarequired for the purposes of preparing and validating invoices relating toagreements between Licence Holders and other Persons (including PowerPurchase Agreements, Power and Water Purchase Agreements, AgencyContracts, Bulk Supply Agreements, Connection Agreements, use of Systemagreements, Ancillary Services agreements and Import and Export contracts),including:(i)(ii)conditions specifying the technical, design and operational criteria to becomplied with by the Licensee and any other Person who is a party to theMetering and Data Exchange Code regarding the installation of meteringequipment;conditions specifying the accuracy and calibration requirements for meterinstallations;Oman Electricity Transmission Company SAOC Licence 1-May-2005 Page - 20 -
(iii)(iv)(v)conditions regarding the installation, commissioning, inspection, testingand maintenance of meter installations;conditions regarding the reading of meter installations; andprocedures to be followed in the event that metering equipment is foundto be defective; and(j)provisions for the establishment and operation of the Grid Code Review Panelwhose role shall include:(i)(ii)(iii)(iv)(v)the periodic review of the Grid Code;making proposals to amend the Grid Code;the role prescribed for it by the Grid Code in relation to Oman ElectricalStandards;participation in the determination of which Contractors should beapproved to work on the Transmission System; andparticipation in the approval of equipment that may be used on or frompart of the Transmission System.10. The Authority may (following consultation with the Licensee) issue directions relievingthe Licensee of its obligations to implement or comply with the Grid Code in respect ofsuch parts of the Licensee's Transmission System and/or to such extent as may bespecified in the directions.11. The Licensee shall keep and maintain such records concerning its implementation ofand compliance with the Grid Code and all modifications made thereto as are inaccordance with such guidelines as the Authority shall from time to time have given tothe Licensee, and the Licensee shall furnish to the Authority such records (or such ofthese as the Authority may require) in such manner and at such times as the Authoritymay require.Condition 4: Compliance with Distribution Code1. The Licensee shall comply with provisions of any relevant Distribution Code applicableto it.2. The Authority may, following consultation with any Licence Holder liable to be materiallyaffected thereby and such other Licence Holders and other third parties (includingExemption Holders) as the Authority shall consider appropriate, issue directions relievingthe Licensee from its obligation under paragraph 1 above to the extent specified in thosedirections.Oman Electricity Transmission Company SAOC Licence 1-May-2005 Page - 21 -
