2. The Licensee shall not enter into any contract or other arrangement <strong>for</strong> theInterconnection of its System with a System which exists outside the Sultanate of <strong>Oman</strong>,nor develop or make arrangements to develop a new International Interconnection:(a)(b)unless the Import or Export of electricity across the relevant InternationalInterconnector has been authorised in accordance with Article (114) of the SectorLaw; andwithout having first:(i)(ii)supplied such in<strong>for</strong>mation to the <strong>Authority</strong> as it may have requested andas may be required by the <strong>Authority</strong> to enable it to comply with therequirements of Article (115) of the Sector Law;notified the <strong>Authority</strong> in writing that it proposes to do so, providing the<strong>Authority</strong> with its business plan in respect of the proposed contract orother arrangement, including full details of its proposals <strong>for</strong>:(aa)the Persons with whom it proposes to contract and details of thedirect and indirect economic interests of those Persons and theirAffiliates in:(xx)Licence Holders or the Affiliates of Licence Holders; and(yy) other Persons with whom the PWP has contracted <strong>for</strong>Imports;(bb)(cc)(dd)(ee)the nature and proposed contents of the proposed contracts orother arrangements, including any charges and other terms;any associated requirements <strong>for</strong> investment in, or expansion orrein<strong>for</strong>cement of, any part of the Total System, including detailsof any agreement reached or to be reached with any otherLicence Holder in respect thereof;its assessment of any risks associated with the InternationalInterconnection, including as to the construction and financingthereof;its assessment of the technical compatibility of the Systemoutside the Sultanate of <strong>Oman</strong> with which it proposes to Connectand its proposals <strong>for</strong> how the International Interconnector willaddress any risks in relation to the integrity of the Total System;and<strong>Oman</strong> <strong>Electricity</strong> <strong>Transmission</strong> <strong>Company</strong> SAOC Licence 1-May-2005 Page - 46 -
