PART IV: DISPATCH CONDITIONSCondition 30: GeneralThe Conditions set out in Part IV of this Licence shall apply to the Dispatch Business of theLicensee only.Condition 31: Central scheduling and Dispatch1. The Licensee shall schedule and issue direct instructions for the Dispatch of GenerationUnits and Desalination units at Production Facilities which are Connected to its System or toa System which is Connected to its System and which:(a)(b)are required to be subject to such scheduling and Dispatch instructions under theterms of a licence or an Exemption of a Generator or Generator/Desalinator, as thecase may be; orare required by the Grid Code to be subject to such scheduling and Dispatchinstructions.2. The Licensee shall develop and operate a system of central Dispatch of Production Facilitieswhich are Connected to the Transmission System or to a System, which is Connected to theTransmission System, which accords with the requirements of the Grid Code .ProductionFacilities shall, subject to system and any other relevant constraints, be Dispatched inaccordance with the Merit Order prepared by the Licensee3. The Licensee shall maintain for a minimum period of six years (or for metering data thatis subject to the Metering and Data Exchange Code for the periods stipulated in theMetering and Data Exchange Code for such metering data) all records of informationissued or received by the Licensee in accordance with the Scheduling and DispatchCodes in relation to each Generation Unit and Desalination unit, user System orInternational Interconnection which is subject to central Dispatch.4. The Licensee shall provide to the Authority such information as the Authority shallrequest concerning the arrangements for scheduling and Dispatch, or any aspect of itsoperation.5. The Monthly Dispatch Report referred to in Condition 8 shall contain the followinginformation:(i)details of the procedures and principles used to Dispatch Generation Units andDesalination units which are subject to central Dispatch and an explanation,when relevant, of any changes to such procedures and principles implementedsince the issue of the previous Monthly Dispatch Report;Oman Electricity Transmission Company SAOC Licence 1-May-2005 Page - 48 -
(ii)using data provided by the PWP, a table showing the forecast Output of eachcentrally Dispatched Generation Unit and Desalination unit in the relevant monthused in the preparation of the electricity and water Bulk Supply Tariffs;(iii)(iv)a table showing for each centrally Dispatched Generation Unit andDesalination unit the actual Dispatched Output of each such unit in therelevant month. The format of the table shall be consistent with and in aform substantially similar to the table referred to in (ii); andcommentary explaining the extent to which:(aa)(bb)(cc)Transmission System constraints;other System constraints (including constraints at ProductionFacilities); andother relevant factors6. In this Condition:account for differences in the data presented in the tables referred to in(ii) and (iii) of this paragraph in that relevant month,and such other information as the Authority may require from time totime;"central Dispatch"means the process of scheduling and issuing directinstructions by the Licensee referred to in paragraph 1.Oman Electricity Transmission Company SAOC Licence 1-May-2005 Page - 49 -
