Development Associates, Inc.SHEEP SECTOR AND TECHNICAL ASSISTANCE PROJECT (SS&TA)BACKGROUNDAs a result <strong>of</strong> an amendment to <strong>the</strong> SC grant, five sub-grants were prepared for implementing anagricultural program to address some deficiencies in this sector in <strong>Kosovo</strong>. One <strong>of</strong> <strong>the</strong> subgrantswas for a project to focus on <strong>the</strong> sheep sub-sector through activities that would improve<strong>the</strong> product quality, packaging, farmer cluster management skills, <strong>and</strong> market linkages. Theseobjectives would be accomplished through <strong>the</strong> implementation <strong>of</strong> a 20-month project totaling$500,000 in <strong>USAID</strong> grant funds. This sub-grant was awarded to LOL in March 2003.STRATEGIC OBJECTIVEThe project’s Strategic Objective is to increase <strong>the</strong> amount <strong>and</strong> quality <strong>of</strong> cheese <strong>and</strong> o<strong>the</strong>r sheepproducts sold by farmers to commercial wholesalers <strong>and</strong> retailers throughout <strong>Kosovo</strong>, <strong>and</strong>improve producer-market linkage.INTERMEDIARY RESULTSThis SO will be achieved through <strong>the</strong> following Intermediary Results:IR-1: Seventy-five percent <strong>of</strong> sheep cheese sold by client-farmers will enter non-traditionalcommercial markets by EOP.IR-2: A significant improvement in sheep cheese quality sold to formal sector wholesalers <strong>and</strong>retail firms by client farms.IR-3: Eighty-five percent <strong>of</strong> client farmers adopting improved management methods <strong>and</strong>technology by EOP.IMPLEMENTATION1. Have activities been properly targeted to achieve objectives?The activities were properly targeted, but unfortunately, a late start <strong>and</strong> inadequateimplementation planning by <strong>the</strong> implementing partner precluded achieving any <strong>of</strong> <strong>the</strong> targets.2. What are <strong>the</strong> main strengths <strong>and</strong> weaknesses <strong>of</strong> <strong>the</strong> project?This project was terminated after about 7-months <strong>of</strong> activity. The main weakness appeared to be<strong>the</strong> inability <strong>of</strong> <strong>the</strong> team on <strong>the</strong> ground to implement activities in <strong>the</strong> work plan <strong>and</strong> poormanagement in <strong>the</strong> design <strong>of</strong> trainings <strong>and</strong> field work.3. What were <strong>the</strong> major constraints facing <strong>the</strong> assistance?The main constraint facing this project was <strong>the</strong> inability <strong>of</strong> <strong>the</strong> management team to focus <strong>the</strong>irefforts on <strong>the</strong> activities.
