CERTIFIED ACCOUNTING AND AUDIT TRAININGHistoryThe <strong>Economic</strong> Reconstruction Project, contracted to Bearing Point, contained a componentconcerned with <strong>Kosovo</strong>’s Financial Reporting System, which translates into st<strong>and</strong>ardizingfinancial reporting, based upon international practice, for major enterprises, SOEs, POEs, NGOsgiven special status <strong>and</strong> in applicable ways, government financial bodies. The originalconsultant for this work began to organize a local body to certify accountants <strong>and</strong> auditors, sothat once trained, <strong>the</strong>y would be able to manage reformed financial reporting requirements. Sheasked <strong>USAID</strong> for assistance, <strong>and</strong> <strong>USAID</strong> directed KBS to provide support to <strong>the</strong> fledgingSociety for Certified Accountants <strong>and</strong> Auditors <strong>of</strong> <strong>Kosovo</strong> (SCAAK)KBS, with two international consultants <strong>and</strong> local staff, designed <strong>and</strong> presented training coursesas follows:Pre-pr<strong>of</strong>essional StageLeading to a SCAAK Diploma as an Accounting Technician if <strong>the</strong>y have 1 year <strong>of</strong> practicalexperience Financial Accounting 1 Financial Accounting 2 Cost <strong>and</strong> Management Accounting Commercial Regulations Management Information System (also included in <strong>the</strong> Pr<strong>of</strong>essional stage training)Pr<strong>of</strong>essional StageLeading to <strong>the</strong> award <strong>of</strong> a SCAAK Certified Accountant if <strong>the</strong>y have a minimum <strong>of</strong> 3 years <strong>of</strong>practical experienceFinancial Accounting IIIFinancial Accounting IVIntroductory AuditingBusiness EthicsBusiness Case StudiesAt a later date, KBS was requested to create an Auditor certification training program in 6weeks, containing 10 subjects, a “fast track” course for 11 auditor c<strong>and</strong>idates to fill positionswithin audit <strong>of</strong>fice <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong> Finance.By <strong>the</strong> end <strong>of</strong> 2003, 1,000 accountants had completed SCAAK training courses, takenexaminations which were graded while identified only by number, by KBS, or more recently for<strong>the</strong> Pre-Pr<strong>of</strong>essional Stage training, by SCAAK staff who have assumed this responsibility. In2003, SCAAK (<strong>and</strong> KBS) trained 461 c<strong>and</strong>idates with 57 earning <strong>the</strong> distinction <strong>of</strong> CertifiedAccountants. SCAAK was granted membership in <strong>the</strong> International Federation <strong>of</strong> Accountants,<strong>Evaluation</strong> <strong>of</strong> <strong>the</strong> <strong>USAID</strong>/<strong>Kosovo</strong> <strong>SME</strong> 23 May 2004<strong>and</strong> <strong>Agriculture</strong>/Agribusiness ProgramsVolume I
Development Associates, Inc.<strong>the</strong> most recognized Federation in <strong>the</strong> accountancy pr<strong>of</strong>ession. SCAAK has held membershipmeetings, elected a governing council, published a pr<strong>of</strong>essional magazine <strong>and</strong> worked to improve<strong>the</strong> accounting curricula at <strong>the</strong> University <strong>of</strong> Pristina <strong>and</strong> o<strong>the</strong>r institutions to help <strong>the</strong>seorganizations adopt international accounting st<strong>and</strong>ards training. In addition to KBS, SCAAK hasbeen supported by grants from <strong>the</strong> World Bank, CIDA <strong>and</strong> <strong>the</strong> Swiss development agency.SCAAK’s modern <strong>of</strong>fices are near <strong>the</strong> World Bank <strong>and</strong> hold an Executive Director <strong>and</strong> foursupporting staff.ObjectivesSCAAK intends to create a self-sustainable internationally recognized independent pr<strong>of</strong>essionalorganization that provides training for, <strong>and</strong> certifies, accountants, <strong>and</strong> training for auditors (whoare licensed by a Special Board)ImplementationSCAAK is for <strong>the</strong> moment (see below under sustainability) an independent pr<strong>of</strong>essionalorganization that has been granted <strong>the</strong> authority to certify accountants. However, <strong>the</strong> originalKBS international adviser on this subject, who is incidentally also a charter member <strong>of</strong> SCAAK,reported that he established <strong>the</strong> examinations for certification <strong>and</strong> graded <strong>the</strong>m himself, wi<strong>the</strong>ach test identified only by number. SCAAK has progressed steadily, but is not yet technicallyready to do without international finance <strong>and</strong> accounting experts. The Executive Directorexplains that <strong>the</strong>re is a need for a new introductory accounting course—for those who find <strong>the</strong>existing pre-pr<strong>of</strong>essional material unfamiliar, a requirement to “freshen” <strong>the</strong> existing trainingmaterial <strong>and</strong> incorporate changes in international practice in <strong>the</strong> last year, <strong>and</strong> <strong>the</strong> need to trainSCAAK trainers to be able to <strong>of</strong>fer Pr<strong>of</strong>essional Stage training <strong>and</strong> certification, <strong>and</strong> Auditortraining. The Director is working diligently <strong>and</strong> with great determination to attract donorfunding (nothing firm so far) <strong>and</strong> complete SCAAK’s technical upgrading process including acontinuing education program.ImpactSCAAK support was not part <strong>of</strong> KBS’s Task Order, it was added by CTO direction. Onceengaged, KBS completed <strong>the</strong> assigned tasks efficiently, which was greatly appreciated bySCAAK. KBS Modification #10 added targets for KBS in <strong>the</strong> Training <strong>and</strong> Certification <strong>of</strong>Accountants <strong>and</strong> Auditors (2.1-2.6). These are examined in detail in Appendix One. KBS hasmet all <strong>of</strong> <strong>the</strong> targets that were within its control or were reasonable, with KBS training sessionsreduced in 2003 as SCAAK has been able to assume responsibility for Pre-Pr<strong>of</strong>essional training.Eighteen KBS post-course evaluation questionnaires were examined <strong>and</strong> coded. Overall-rateswere high but in some classes, particularly Management Information Systems, <strong>the</strong> material wasobviously beyond <strong>the</strong> grasp <strong>of</strong> <strong>the</strong> older generation <strong>of</strong> bookkeepers. A split mean rating shows adivergence <strong>of</strong> students into <strong>the</strong> appreciators <strong>and</strong> <strong>the</strong> non-interested.SustainabilityThe Society <strong>of</strong> Certified Accountants <strong>and</strong> Auditors <strong>of</strong> <strong>Kosovo</strong> has moved steadily towardfinancial sustainability.
