Development Associates, Inc.APPENDIX NO. 1ASSESSING THE DEVELOPMENT IMPACT OF KBS: TASK ORDER TARGETSSUMMARYThe <strong>SME</strong> <strong>Evaluation</strong> is charged with determining <strong>the</strong> impact <strong>of</strong> Mission programs <strong>and</strong> <strong>the</strong> results<strong>of</strong> <strong>the</strong> investment made in <strong>SME</strong> development in <strong>Kosovo</strong>. One place to find indicators <strong>of</strong>development impact would be <strong>the</strong> KBS Task Order Targets. The analysis that follows pr<strong>of</strong>itedfrom discussions with KBS <strong>and</strong> <strong>USAID</strong> but reflects <strong>the</strong> <strong>Evaluation</strong> Team’s judgment on <strong>the</strong>issues.The KBS project should be examined against <strong>the</strong> requirements <strong>of</strong> Task Orders <strong>and</strong>Modifications. The timing is:Original TaskOrderAgribusiness Modification (#7) CompetitivenessModification (#10)October 2000 July 2002 December 2002Adds Agribusiness targets to Originalrequirements. In practice this lasts onequarter from 1 July 2002 through 30September 2002 when superceded byModification #10.Revises all Targets for year3 <strong>and</strong> 4 beginning on 1October 2002EXAMINING THE KBS TASK ORDER AND MODIFICATION TARGETSEach target is considered against five criteria:A. Is <strong>the</strong> concept represented by <strong>the</strong> target important in determining <strong>the</strong> impact <strong>of</strong> an <strong>SME</strong>development project?B. Is <strong>the</strong> measurement <strong>of</strong> <strong>the</strong> target/concept well defined <strong>and</strong> specified?C. Is <strong>the</strong> target realistic?D. Does <strong>the</strong> target lead KBS toward work that might be important in future <strong>USAID</strong> programs?E. Should satisfaction <strong>of</strong> <strong>the</strong> target (or failure to satisfy) be used to judge <strong>the</strong> performance <strong>of</strong>KBS?There are critical issues involved in <strong>the</strong> targets that are important in a consideration <strong>of</strong> <strong>the</strong> impact<strong>of</strong> <strong>SME</strong> programs in <strong>Kosovo</strong>: sustainability, service fees, capacity generation, importsubstitution, export development, competitiveness, institutional capacity building, etc. As <strong>the</strong>Task Order has been revised for years 3 <strong>and</strong> 4, <strong>the</strong> impact <strong>of</strong> <strong>the</strong> later-year’s operationalpriorities will undoubtedly affect <strong>the</strong> achievement <strong>of</strong> targets set in prior-years.
