Appendix A1. Consultation1.1 Defra strongly believes effective consultation is an essential component ofsuccessful organisational changes. The purpose of consultation is to provideas early an opportunity as practicable, for all concerned, to share the issuessurrounding organisational change <strong>and</strong> explore the options.1.2 The aim of consultation is to:abcdefgtake into account the views of the Departmental Trade UnionSide/Agency TUs at the planning phasetake account of the views of all other relevant stakeholdersensure employees have been properly notified <strong>and</strong> provided withthe opportunity to give their views on the change processidentify changes <strong>and</strong> modify the business plan to reflect the viewsof those consulted where appropriate to do soprovide information to both employees <strong>and</strong> trade unions, to enablethem to contribute fully to the decision making processensure the processes adopted are transparentensure the Cabinet Office is kept informed <strong>and</strong> approve of Defra’sapproach.1.3 Issues that should be included in the consultation are:abcdefgthe reasons for the proposalsthe numbers <strong>and</strong> descriptions of employees ‘at risk’ of redundancythe total number of employees of any such descriptionthe proposed method of selecting the employees for poststhe proposed measures to avoid redundanciesthe proposed method of carrying out the redundancy dismissals,taking account of any agreed procedure, including the period overwhich the dismissals are to take effectthe timetable of actions.1.4 The consultation should be a fair <strong>and</strong> open two way process. It should beginwhen proposals are at a formative stage <strong>and</strong> encourage an ongoing dialoguebetween the employing organisation <strong>and</strong> its employees.23 | P age
