1. Purpose1.1 The purpose of this policy <strong>and</strong> its procedure is to provide a fair, consistent <strong>and</strong>non-discriminatory process to protect employment <strong>and</strong>, where possible, avoidcompulsory redundancies during organisational change.1.2 This document sets out Defra’s approach to managing the impact oforganisational change upon employees through redeployment <strong>and</strong>redundancy.1.3 It supports the Cabinet Office (CO) commitment to continuous improvement inthe delivery of public services <strong>and</strong> providing value for money to taxpayers<strong>and</strong> reflects the Civil Service’s commitment to be a good employer.2 Application2.1 The <strong>Redundancy</strong> <strong>and</strong> <strong>Redeployment</strong> <strong>Policy</strong> <strong>and</strong> <strong>Procedure</strong> take effect from18 February 2010 <strong>and</strong> replace the:• <strong>Redeployment</strong> <strong>and</strong> <strong>Redundancy</strong> <strong>Policy</strong> which previously applied from 2April 2004 <strong>and</strong>• associated annexes, <strong>and</strong>• Managing Change toolkit which previously applied from 27 September2007.2.2 The policy applies to all employees, including fixed term appointment (FTA)<strong>and</strong> short term appointment (STA) employees in core Defra <strong>and</strong> organisationsin the Defra network which have agreed to follow this policy:3 | P age• Animal Health (AH)• Marine <strong>and</strong> Fisheries Agency (MFA)• Veterinary Medicines Directorate (VMD)• Veterinary Laboratories Agency (VLA)• Food & Environment Research Agency (FERA)• Centre for Environment Fisheries <strong>and</strong> Aquaculture Science (CEFAS)• Rural Payments Agency (RPA)2.3 The application of the policy in Defra Network Agencies will be subject to theirown business/regional needs but will always be consistent with its mainprinciples.2.4 The policy applies to all members of the Senior Civil Service (SCS) whetherthey work in core Defra or any of its agencies.2.5 Defra will work with its partners throughout the network, including NDPBs, toseek <strong>and</strong> share redeployment opportunities.2.5 Wherever the term line manager is used in this procedure it applies toagencies <strong>and</strong> parts of core Defra which do not have Activity Manager <strong>and</strong>Development Manager roles.2.6 The policy does not apply to contractors <strong>and</strong> agency workers.
