for the peace. Mr. Arthur Sulzberger, one of the original advocates,and Congressman James Wadsworth, of New York, have both takena formal stand for the institution. Mr. Wadsworth puts it on theinteresting ground that we must show our might to the world. TheNew York Herald Tribune, which industriously belabors New Dealextravagance, nevertheless says: "The interests of security, ofnational health and of democratic citizenship, alike point stronglytoward the wisdom of maintaining universal compulsory trainingthereafter as a permanent feature of our peacetime life." (November19, 1943.) The Daily News, at the other end of the journalisticspectrum in New York, is equally eager for peacetime conscription.Collier's Magazine has recently come out for it both for nationaldefense and for the physical good of the youth and for the additionalamazing reason that "it is democracy in action." That is areason for it which the German generals never thought of. Of coursethe President has been for it throughout his life.It is a fact that the first resistance to spending programs by thegovernment will always come from the conservative groups who areas a rule also the taxpaying groups. After all, a long-continued programof government borrowing inevitably ends in a heavy nationaldebt which calls for ever-increasing taxes to service it. Moreover,if the spending and borrowing are continued there is always thethreat of inflation. This is always a source of apprehensiveness topeople who have money and who are expected to invest it. Inflationthreatens the stability of the dollar and holds out to investors thefear that their investments will be returned to them, if ever, indollars which have lost their purchasing power. And so they canbe depended upon to avoid investment. And they can also be dependedupon to raise a very potent voice against continued borrowingand spending by the government.There is another barrier to continuous spending on peacetimeprojects by the central government. In this country our centralgovernment is a federal government. It is not charged with carryingon governmental activities within the states. Almost any publicfunction one can name will be found outside the constitutional limitsof federal power. The central government may build schools butthese will belong to the states or their government units—counties205
