There is another internationalism which finds its extremist viewin the dreams of those who look for the Parliament of Man and theFederation of the `World. Pacifists, for instance, who see in thepossibility of a world government the hope of world peace are internationalistsof this type, and they look upon imperialism as its greatestfoe. A curious confusion has arisen out of all this, which shouldbe simple enough to understand. There are several nations whichhave engaged in extensive imperialist aggression. As a result thesenations have colonies all over the world. Having gotten possession oftheir prizes and acquired a kind of semi-legal claim upon them andhaving perfected a kind of international tolerance for them througha sort of squatter's sovereignty, they are now interested in preservingthe status quo. This status quo is the result of aggression, is acontinuing assertion of aggression, an assertion of malignant internationalism.Now they appeal to this other benevolent type ofinternationalism to establish a world order in which they, all leaguedtogether, will preserve a world which they have divided among themselvesand in which the combined forces and might of the alliedaggressors will hold for each what they have. This benevolent internationalismis taken over by the aggressors as the mask behind whichthe malignant internationalism will be perpetuated and protected.And it is now offered to the world in all the phrases of benevolenceand as a dream of world peace.I have outlined these views chiefly for the purpose of clearing upthe ideas and the meaning of words which I am using here. I wishto speak of imperialism and internationalism, but I want to be surethat the two ideas are kept separate and are understood.I do not see how any thoughtful person watching the movementof affairs in America can doubt that we are moving in the directionof both imperialism and internationalism and that this internationalismis curiously, indeed incredibly, mixed up with the wholly contradictoryidea of autarchy. Who can doubt that with the plannedeconomy which is being fabricated for the United States, similar tothe planned economies already existing in other countries, we willhave an autarchy like our international neighbors and allies? As wehave seen, autarchy is very nearly the last word in isolationism—anation enclosed in a completely planned and managed economic214
