In locating waste disposal facilities due consideration shall be given topreventing potential contamination of water sources, treatment facilities, and rawand finished water piping.4.11.1. Earthen Lagoons and Holding Basins.All earthen lagoons and holding basins shall be designed and constructed to meetthe requirements of 10 CSR 20-8.020(3) <strong>for</strong> design of small sewerage works <strong>for</strong>waste stabilization ponds and shall be provided with the following:a. a location free from flooding or protected to a minimum one in ten year flood;b. a means of diverting surface water so that it does not flow into the lagoons;c. a minimum usable depth of five feet;d. a minimum freeboard of two feet;e. an adjustable decanting device;f. an effluent sampling point; andg. a method to prevent brush and weed growth on the interior slopes of thelagoon berms. If rip rap is used, it should have a minimum depth of 18-inchesand extend from the toe of each berm to the top of the slope. <strong>The</strong> rip rapshould be provided in at least two layers with the first 12-inches consisting ofmixed rock 2-inches and smaller in diameter.4.11.2. Sanitary waste.a. Shall be discharged directly to a permitted sanitary sewer system, whenfeasible, or to an adequate on-site treatment facility approved by thedepartment;b. Shall not be discharged to a process waste lagoon or backwash waterlagoon or to a residual holding basin or tank;c. May be discharged to sewage holding tanks when site restrictions,geology, or soil type prevents using a wastewater lagoon or septic tankand tile field. Sewerage holding tanks must be routinely pumped outand the waste hauled to a permitted wastewater treatment facility <strong>for</strong>disposal. <strong>The</strong> name of the wastewater treatment facility where thewaste will be hauled <strong>for</strong> disposal must be part of the submittal to thedepartment. Holding tank location must provide <strong>for</strong> easy access byhauling equipment. Holding tanks must be equipped with the necessarydevices to effectively access and remove the waste from the holdingtank.d. Laboratory sample taps that run continuously while the plant is inoperation can be discharged to a backwash holding basin or residualslagoon by means of drainage that is separate from the laboratory sinkand plant sanitary sewerage piping system.4.11.3. Brine waste.Brine waste from ion exchange plants, demineralization plants, or otherplants that produce brine waste may be discharged to:Aug. 29, 2003Page 87
