7.1.4. CostsAs part of the final engineering certification on a tank/reservoir constructionproject, the engineer shall submit the final cost of the tank excluding land oreasement costs.7.2. Plant Storage<strong>The</strong>se requirements are in addition to the applicable requirements listed insubsections 7.0. and 7.1.7.2.1. Filter Backwash.Wash water tanks shall be sized to provide the filter backwash at the designfilter backwash rate. <strong>The</strong> wash water tanks, pumps, and finished waterstorage must be designed to allow backwashing several filters in rapidsuccession in order to meet the most extreme plant operational problemsexpected. Plants with three or fewer filters should have sufficient wash watercapacity to backwash all filters in rapid succession.7.2.2. Clear Wells.Clear wells shall be designed and constructed as part of the overall design ofplant and distribution facilities to provide adequate disinfection, adequatebackwash volume, and adequate distribution flow and pressure.7.2.3.1. A suitable vent(s) and overflow shall be provided.7.2.3.2. Disinfectant contact time shall meet the requirements of theJanuary 1992 Missouri Department of Natural Resources’ Public Drinking<strong>Water</strong> Program Guidance Manual <strong>for</strong> Surface <strong>Water</strong> System TreatmentRequirements and 10 CSR 60-4.055 Disinfection Requirements.7.2.3.3. Clearwell storage should be sized in conjunction with distributionsystem storage to allow constant rate plant operation without intermittentshutdowns. A minimum of two clear well compartments should beprovided.7.2.3.4. Clearwell storage should be sized to allow the flexibility of one,two, or three eighth-hours shifts per day operation.7.2.3. Receiving Basins and Pump Wet WellsReceiving basins and pump wet wells <strong>for</strong> finished water shall be designed asfinished water storage structures.7.2.4. Finished <strong>Water</strong> Adjacent to Unsafe <strong>Water</strong>Finished water must not be stored or conveyed into a compartment adjacent tounsafe water when the two compartments are separated by a single wall.Aug. 29, 2003Page 142
